They banned the display of ikurrina in public institutions in Navarra. In the Parliament of Navarre, the PSOE was enacted with the support of the UCD and UPN parties: Navarros could only use the Spanish flag, that of Navarre and that of the country concerned. In 2003 the Law on Symbols of Navarre was approved, by which the municipalities that placed the ikurrina penalized with a fine.
In 2017 it was repealed by the Parliament of Navarra, in the so-called legislature of change, and Uxue Barkos, by Geroa Bai, president of the foral government.
