A popular consultation on independence was held in Catalonia. Catalonia had to be a state, and in that case it would be an independent state, the citizens who answered a double question. In order to carry out the consultation, Parliament approved in September the Catalan law of surveys. The Constitutional Court suspended it, but nevertheless, with a massive exercise of disobedience, 2,305,290 citizens over 16 years of age participated and 80.76% voted in favour of Catalonia as an independent state. It was a milestone on the road to the 2017 referendum.
