The Spanish Council of Ministers established an emergency situation in Gipuzkoa. The day before the Burgos Process began against sixteen members of ETA and the general strike paralysed the Basque Country. Mass mobilizations surpassed the Francoist police.
The police carried out mass arrests and tortured hundreds of people in an exceptional situation that lasted for two months.
The measure was lifted on 5 February 1971, when two people died in the protests.
From August 1968 to February 1971, on two occasions, the Gipuzkoans spent a total of ten months in exceptional circumstances, in violation of fundamental human rights and in a climate of repression.
