During the French invasion, the junters of 46 villages met in Getaria and agreed on a political declaration. He gathered five ideas: respecting the Catholic faith of the Gipuzkoans, respecting the forces and customs, being an independent province as it was up to 1200 years, not forcing the Gipuzkoans to take arms and being French the guarantors of this agreement. The French authorities did not like the proposal and conquered the territory. However, he highlighted the tensions between Gipuzkoa and Spain, and 20 years later, at the time of the massacre in San Sebastian in 1813, it has been documented that many Spanish military snatched Donostiras and Gipuzkoans.
