Four councillors of the City of San Sebastian refused to attend the celebration of the 25 years of peace established by Franco. These celebrations consisted of a propaganda operation initiated by the Franco regime for the dictator Franco, in addition to the winner of the war, to be a guarantor of peace. For this act of disobedience, the civil governor Manuel Valencia Remón imposed a fine of 10,000 pesetas on each of these councillors.
