The Joxemi Zumalabe Foundation, the Congress of Self-determination ABK and the Spanish Police arrested several members of the agents Bai Euskal Herria who promoted peaceful civil disobedience. This is the “Shut down” operation of macrosumary 18/98 led by Judge Baltasar Garzón. They were accused of promoting a strategy of disobedience to revolutionize constitutional order, including the issuance of the EHNA, the Basque Identity Document. The judge placed his actions within the ETA strategy. Five of the nine detainees remained in prison for eight months.
