Busturialdea, onde vas?
O pasado 28 de outubro celebrouse unha multitudinaria manifestación en Gernika. Desde tempos remotos, quizá o máis grande dos realizados en 1987 con motivo do 50 aniversario do bombardeo. Nel denunciouse a imposición do novo proxecto de museo Guggenheim, protexido da institución política central, autonómica e provincial.Púxose de manifesto que gran parte da poboación de Busturialdea non ve con bos ollos este modelo de “desenvolvemento” turístico e económico-cultural que queren traer de “fóra”.
Con catro meses de antelación, o 30 de maio, nunha asemblea de 50 persoas no espazo autogestionado Astra, presentouse o proxecto dun proceso participativo para a creación do “Índice de Sustentabilidade de Busturialdea”, formado por membros do grupo de investigación Ekopol e Parte Hartuz da UPV, da OMAL (Observatorio de Multinacionais de América Latina) e do Centro Vasco Ecosocialista.
Na miña opinión, tanto nos obxectivos como nos procedementos, ambos os exemplos son claramente contraditorios e antagónicos camiños para atopar solucións e solucións previas á crise ecosocial.
Desenvolverase un proxecto piloto en Busturialdea, pero que pode ser unha referencia noutros vales e comarcas do País Vasco
Un, baixo a lema dunha coñecida franquía internacional, e aproveitando o atractivo das calidades naturais e paisaxísticas de Urdaibai, pretende establecer un proxecto de crecemento económico, de arriba abaixo e sen mencionar ou medir impactos socio-ecolóxicos negativos.
Os demais, pola contra, deseñaron un proceso participativo no que desexan realizar unha análise e medición de cinco eixos en colaboración entre investigadores e cidadáns. Para empezar, observar e aprender como son e como evolucionan o eixo metabólico, é dicir, as entradas e saídas de enerxía e materiais en Busturialdea. Ou recompilar e analizar os datos de calidade ambiental que proporcionan os ecosistemas autóctonos, así como as actividades económicas, a cohesión social e a participación cidadá ou outra dimensión da vida.
Para algúns o deseño será realizado só por expertos, ben pago, pero seguindo o encargo marcado polas institucións e partidos gobernantes, cun obxectivo case único de crecemento económico. Desde o punto de vista dos demais, vaise a desenvolver un proxecto piloto en Busturialdea, pero que pode ser unha referencia noutros vales e comarcas do País Vasco. Recompilaranse os datos de Busturialdea (dos cinco eixos) e porase en marcha un proceso participativo de debate coa cidadanía local, os axentes sociais, as asociacións e as institucións durante os próximos dous anos. Están a buscar diñeiro para organizar os traballos. Os demais buscan novos negocios co diñeiro de todos.
