Advisor Josu Erkoreka announced in October last year that the Ertzaintza would acquire 1,387 recording cameras. On 10 May, the Basque Government published the resolution on the award of the "Comprehensive Video Management Platform and Individual Camera System for the Department of Security". The offer of Telefónica Ingeniería de Seguridad has exceeded €1.6 million. Politicians such as Yolanda Barcina, President of the Government of Navarra, or Narcís Serra, former Spanish Minister of Defence, have passed through the revolving doors of Telefónica. Among the ten tenderers submitted were Indra and Prosegur.

The cameras that Telefónica Ingeniería de Seguridad will deliver to the Ertzaintza belong to the American multinational Axon Enterprise, manufacturer of Taser pistols. 922 cameras for citizen protection patrols of the three Basque capitals, 300 for the Mobile Brigade Unit and 100 for the three Territorial Traffic Units. They say that the objectives of the Basque Government are "to ensure the transparency of police actions, to improve the presentation of evidence of criminal acts and to increase the security of agents".

The pilot project "3i kusle" was launched in 2021. For this pilot test, patrol agents used 30 cameras on the street. Most cameras were used in the "special device of Bilbao La Vieja". The Department of Security commissioned technical advice from Idom. I remember the camera book 19 by the writer Jon Arretxe, but reality outweighs fiction.

The Ertzaintza violently detained maternity hospitals in the San Francisco bilbaíno district in 2020. The neighbors took to the window and to the balconies to protest the attitude shown by the agents and a neighbor recorded everything in video. According to the Bilbao La Vieja and SOS Racism associations, the Ertzaintza sued several neighbors accusing them of insulting the agents, and the biggest fine was channeled against the woman who recorded the video and disseminated it "without permission" on social networks. This issue is reflected in a report sent to the European Parliament by the European Network Against Racism (ENAR).

These camera projects are located in one of the "central axes" that will guide the Department of Security's activity: "Digitization of processes and technological innovation to provide advanced and appropriate tools to meet the security challenge".
