From the detailed reading of the draft, it is observed that the central axis of this Plan is the promotion of energy generation infrastructures of all kinds, without addressing the impacts they generate. The Plan proposes a production capacity of 2,700 MW of renewables for Navarra at the end of the current period (2030). But the Government of Navarra recently announced that authorizations granted by the Department of the Environment for new renewable projects exceed 1,400 MW. And since those already established in our territory have a similar measure, it can be said that the 2030 target is already met, with the currently authorised projects! And all this, without taking into account the projects that the Spanish Government has designed for Navarra.
On the other hand, it is noted that the draft submitted by the Government of Navarra does not plan anything. This document approves the "planning" made by the companies themselves and, as we see, what they have already overcome. The Government of Navarre allows companies to do whatever they want and he officiates them in the papers. It allows the shattering of our forests and lands with their energy infrastructures, although they have serious impacts on biodiversity (e.g. the continuous killing of birds in wind farms) and food sovereignty (by expanding large photovoltaic parks in farmland).
The draft Navarre Energy Plan therefore contains only measures and proposals promoting energy production. There are objectives on the role that would seek to reduce energy consumption. But these objectives are not protected by the measures and actions that would allow them to be achieved, so they are a dead letter. For example, the Plan aims to reduce greenhouse gas emissions by 55%. However, it has been shown that this has been achieved when intervening in reducing economic activity, when confinement was decreed in 2020. Since then, gas emissions and energy consumption have increased again. And since this draft does not make the necessary decisions to reduce consumer energy, we believe that this objective will not be met.
True democratic planning of the energy needs of our society is needed, in which the necessary reduction in energy and other raw materials is seriously addressed. Measures should be taken to ensure that the production, transport and distribution of energy is carried out in public hands. We believe that in this debate we must take account of the proposals we made in this report: the new boom in renewable energy in Navarre. These proposals relate to a democratic, public, universal, decentralised and decentralised energy model.
