The law looking at the miracle
In 2010, socialist advisor Celaa launched the "experimental framework" of the 3L model. Like the new law on education, it converted English and Spanish into teaching languages: the contents of each of the subjects should be taught in those languages.
In 2010 the Government's Diagnostic Evaluation (ED) every two years yielded the following results 2. Basque knowledge of ESO students:
• At the initial level (the lowest), 33.6% of students.
• At the intermediate level, 42.4% of students.
• At the higher level 24.1% of students.
Never before, nor after, have there been such high percentages among students of high knowledge, never so low among those of lower level.
The latest RD published is 2019, in March of this year. In it, 15.6% of students are at the highest level. In nine years, almost a third less. Unlike previous reports, in 2019 there is no table that reflects by levels the knowledge of Basque students, but on page 69 it says:
"It is important to highlight the existence of an important group that is not attracted to the Basque country (30.2% in primary school and 47.9% in ESO)".
In 2017, 45.6% of ESO’s students were the ones with the lowest knowledge of the Basque country. Remember: In 2010, 33.6%.
The 2019 report includes more details: "In the ESO, the goal of bilingualism has not been achieved in 83% of the public B, in 64.3% of the concerted B. However, model D does not guarantee this objective of bilingualism, which has not been achieved in 49.1% of the public D and in 57.8% of the concerted D". Despite these official data, the new Education Act proposes a single model, the same as the current model B. Although the results in Basque are regrettable.
Finally, on page 72 of RD 2019: "In 2nd ESO, the score gradually drops from ED10 and the results obtained in ED19 are the smallest of all editions in both networks (244 in public D and 254 in concerted D). Compared to the previous edition, there has been a loss of 10 points in the public D and 11 points in the agreed D". Loss of 10 and 11 points in two years.
2010, less old, in which a multilingual model was launched, the overall result of linguistic communication in Basque was 258. In 2019, 241. Seventeen fewer points. In Spanish it goes from 250 to 93.
In view of this data, you need a skin to sell the only model of educational law, and you'll need a skin to turn your back and vote in favour...
