It seems that we always have to start from scratch, we have done nothing, nor have we learned anything from the successes and mistakes that have been made over the years to come to live in Basque. There is no monitoring, there are no indicators of improvement, we have to bear in mind that what is usually done is to do something, even if there is not enough positive change. Despite having worked for 20 years with the same program, the use of Euskera in hospitality and commerce is lower than ever in the city, and even the English has taken part in the Basque Country; no one dares to radically change the initiative or to start the way of implementing the regulations. Keep on, because we will be successful in selling as a sign of what our government is doing in favour of the use of the Basque Country; moreover, today nobody will come to us to hold us to account.

It was common 25-30 years ago that in the cultural programming of the neighborhoods the creations in Euskera had little space; the Euskaltzales had to schedule the performances in Euskera on their own outside the official programming. Over the years, however, we realized that it did not happen, because if it was treated in the same way in taxes, be they Castilian or Euskaldunes, in the municipal services offered it also needed it. And we managed to make culture in Basque also fit into official programming, and to make it broader each year. But programming in Euskera has not made a summit, and it goes down the slope again. For example, in the prestigious annual programme of theatre and dance shows, 19 of the 39 creations will be offered in Spanish and only three in Basque. Also in the house of culture of our neighborhood, Basque programming often has some Euskaltzale group of it.
And you'll tell me that it's good to organize in the face of exclusion, and that we do. Of course, I agree. I would also say to you that it is also a matter of dignity and rights to get out of this situation the only one that is excluded and undermined from the two linguistic communities, and that, in this respect, the institutions that claim to be of all have an obligation to offer the Basques, at least, services similar to the Castilian speaking people. Therefore, it is not acceptable for a political party to decide, in 2022, that in a cultural program only 7.7% of the offer is in Basque.
These are things from San Sebastian, but these changes have to rise in most places in Euskal Herria.
