Nine years ago, we began to explain in ARGIA that the international hegemony of the United States was in decline. At that time this approach was not common in the Western media, it has become a normal day. It costs, but in the end our society is beginning to accept that the Atlantic axis will cease to be omnipotent in the world. But starting to see what's coming doesn't mean putting aside the imperialist goggles to look at the world.
In Basque Country, Herria has the greatest cultural hegemony in the history of the Atlantic. We know that our lifestyles are more Americanized than ever before, but we focus less on our way of thinking and our worldview. Some symbolic clichés may still work: for example, the anti-NATO position is not marginal, as in other Western countries; although it would hardly be able to gain a position contrary to NATO entry with the vast majority it did in the 1986 referendum. However, the choice of many of those who would vote against would be nothing more than symbolic. In fact, the vision of the international policy of many Basque citizens supposedly non-NATO supporters and the views with the different countries and leaders are virtually the same as the Atlantic alliance.

The first step towards international hegemony in the contemporary era is economic hegemony and cultural hegemony. In the latter case, domination takes longer than in other dimensions. In the same way, once cultural hegemony is reached, its wear and loss is slow, and sometimes the economic, military and political decline is the time when cultural hegemony is reached. Therefore, the last trench of Western hegemony is the cultural hegemony and, above all, the control of the story through audiovisual products, the media and the academy.
If in domestic politics the media act as a Sirimiri in our opinions, they do so as an intense rain in the international arena, among other things because by far ignorance we activate the critical filter differently. It's true that we could now look for another version on the Internet, but that's also controlled by the West. The Internet space is managed by private companies in collaboration with the Western states, deciding who can speak, what can be said and what degree of visualization it can have.
Civil society institutions and universities also play an important role in controlling the story of the West. The Academy is an important instrument to increase this control, as it specifies what is acceptable and what is not, making it clear who can do the career and who cannot. If an intellectual writes and says things that are not acceptable, he will be excluded; if his work serves to reinforce the Western story, even if it is a progressive, conservative or “anti-systemic” nuance, he will be awarded.
Although the international academy has long been controlled by the West, today we can say that it is stronger than ever in Human and Social Sciences. We could explain by paraphrasing Karl Marx, by placing the country where the class was, that the greater the capacity of a dominant country to absorb the best people in the dominated country, the stronger and more dangerous its dominance is. In fact, this is the role of universities in the political struggle with the absorption of researchers from dominated classes and countries.
