In the Sei Argazki program, Joseba Arrangi explained to Pedro Mari Goikoetxea that, shortly after the creation of the Euskaltegis of HABE, it had been left to the municipalities: “We got it right. Unlike what happens in regulated education, in ours the public and private networks are not well defined. The truth is that there is no public network. Depending on the municipalities, there is no uniformity in working conditions, resources, work-bags… The last job offer (except for some retirement) was made in the 1990s. Among others, chaos is also great. Unlike education, there are, for example, private Euskaltegis with distributions of benefits. I do not know very well how the benefits and subsidies will be linked. And let us not forget that there is Euskaltegis beyond the CAV.
And HABE? What should HABE's role be? What links would it need with Education, with the Basque Country, with the plans, with the institutions of Navarra and Iparralde...
We face attractive challenges such as gratuity, orality, use, adjustment of the evaluation system, the integration of Euskaltegis in planning, the training of teachers of the future, the orientation of the university towards us… But for the revitalization process to begin, patches are not enough, we have to adapt the old motor from top to bottom.
