An accident at work results in the death of another worker. Sixteen have died since the beginning of the year, data from 12 April, and in 2020 there were 75 deaths. An inevitable coincidence is conceived as a destiny, as a bad luck. Employers talk about an unacceptable personal and business tragedy, but at the same time they stress that the rate of accidents at work for every thousand workers is being reduced, and everyone is happy. Indexes, because we're numbers.
It is known that a worker with an eventual contract has 1.7 more chances of an accident at work than another with a final contract. It is not a consequence of the lack of work experience, but of the direct effect of the incorrect working conditions. This group suffers less work leave due to the risk of non-renewal of the work contract. To this we must add that the risk of suffering an accident at work is higher in companies with between 1 and 25 workers, a common size in our business fabric, in which the relationship with the company is closer. In this case, by mistake of the worker.
Raw data. In the Basque Country and Navarre in 2019 there were 46,585 occupational accidents, of which 308 were very serious. The data do not include many occupational diseases, the acceptance of which depends on the mutual societies or the INSS of the Kingdom of Spain. Psychosocial risks are another world. Obtaining concrete statistics is very difficult, and in addition their coping is practically impossible, as it is assumed that the overload of work and the pressure to produce more are natural. Companies are directly responsible, although their main objective is profit (through the extraction of capital gains). We get paid to work, not to lose our health at work.
Well, the administration is going to act to avoid this public problem. To this end, it should provide the necessary means to ensure occupational health, using the existing public instrument to prevent accidents at work: The Labor Inspectorate is its tool to ensure occupational health. In any case, what is the effort you make in this area?
First of all, according to the 2020 data, there are 33 active inspectors in the CAPV; in the case of Bizkaia, those who can carry out inspection tasks are 15. In this Historical Territory each auditor has 29,437 workers, ratios that in Araba and Gipuzkoa are somewhat better but that remain in similar numbers. In Bizkaia each inspector is completing 300 dossiers a year due to the large amount of work. The Labor Inspectorate is quite unstructured and there are no material alternatives to go to prevention in companies.
Let us compare the CAPV Labour Inspectorate with the police ratios. For each ertzaina there are 274 people, or 199 if we put agents in the equation. It is clearly a political decision.
In this way it is possible to understand the impunity of companies against the health of workers, the casualties associated with so many deaths, accidents and psychosocial risks year after year, since whoever has the function of vigilante (the CAPV Administration) passes. This has a high economic cost (among other non-economic costs, such as people’s dignity and mental health), but that cost is invisible because we workers pay from our pocket and from our health. In short, this situation is an example of the umpteenth class struggle; we know who the government is going to go to.
