Aresti raised Euskal Harria on his own, while the Basque people are the task of all. The Basque city has many ponds, including Atxaga, while the Basque smile connects directly to Porrotx. Perhaps in Basque October, someday, we will take the winter palace, and Koldo Almandoz will make us a great film telling what it is.
The Basque page must outline a route to guide a process, the process to bring Euskal Herria to the future.
Ultimately, the social initiative and the capacity of the institutions to make complementary use of both, for the sake of a common country strategy.
The key is set in the political path: decision-making power, who is responsible for sovereignty, and how to channel conflicts of sovereignty. The project that is in the Basque Parliament will depend on the response it gives to this key. The recent International Day of Eusko Ikaskuntza and the Institut d’Estudis Catalans aimed to draw up a code to guide the conflicts of sovereignty, which Europe assumes. Scotland is again knocking at the door so that Brexit does not leave it out of Europe. And in Catalonia, the force that has been placed in favour of self-determination is not going to disappear.
In the social rail, the pandemic has frozen mobilization, but the importance of the community in protecting each other has become apparent. The vaccine is global, yes, but caring for those who are left behind or alone, that can only be done closely. And the themes that move society are still there: retirees and dignified pensions, feminism and gender equality, Entesku/11gara and decision-making power, Euskaraldia and linguistic equality... The Basque page should promote the articulation and convergence of these social dynamics, each from its own initiative to influence community development jointly on the road to equality. A compact and active Basque community is the basis of the popular strategy and the essential support of any project to carry it out.
When both lanes are required, the third key is the connection between the two. More and more is being said about public-social cooperation, that is, between public institutions and social partners. The bravest also call for collaborative governance, that is, agreeing the directions and priorities among the interest groups in the spaces of shared deliberation, so that everyone then does what has been agreed in their area. In short, the social initiative and the capacity of the institutions, both complementarily, for the sake of a common country strategy. There we have the strength and the only chance to remain worthy in a globalised world.
