In the Alavesa Plain, the Basque Country will develop between 21 and 27 October, for seven days. They've called it a drill for 2020. They'll be belarriprest and ahobizi and they'll put the veneer like last year. Innovation is thematic areas (see table). Visits to groups, establishments, workshops and public entities have been taking place since June. In the plains, 660 people have been identified, including 636. Knowing the Basque knowledge of the people of these entities, they have calculated that they can prepare a total of 221 arigunes to practice Basque. Of these, 86 can be created looking inwards; for example, a workshop can form a group to hold meetings between workers in Euskera. Another 135 would be external spaces, for example, a large trade can prepare a group of sellers to serve clients in Euskera. The members of the Euskaraldia commission calculated the proportions a long time ago: Of these 660 entities, 25% will be able to participate as arigune, the rest will not be able to form a group, since not all the participants know Euskera and understanding is an indispensable condition for the group to function in Euskera. Other figure: In the 86 interior arigunes there are 520 inhabitants of the Llanada. The members of the Euskaraldia commission are from the region, and as they know the people, they are able to tell with accuracy the number of people who are able to understand Euskera in the groups they have detected. More than 13,000 people live in the Plains.
Asier Lafuente, coordinator of
Euskaraldia in the Llanada: "There has to be more than Euskaraldia. Public institutions must take macro measures to accelerate the speed of universal comprehension.”
Therefore, in the run-up to the October simulation, they will touch 221 doors and propose to become arigune. Then, the possible spaces will have to decide inside the house whether they are going to participate in Euskaraldia or not, and if so, they will have to organize it inside the house. It is your responsibility to form ears and yawning in the group and exercise in a group in October.
Asier Lafuente is the coordinator of Euskaraldia in the Llanada and knows that they have started in the easiest way, that is, they have detected groups capable of understanding Euskera and have been invited to participate in Euskaraldia. 75% of the states in the region will not participate and this percentage is the one that concerns Lafuente: “This is our socio-linguistic situation. We do not think that 25% of the institutions should be involved, and yet we know that if they were all involved it would be very nice. However, we anticipate difficulties within two, four or six years. Now the exercise gives us a lot of illusion, but for the future we have a great risk that the figures will be repeated. If the universal understanding of Euskera does not rise, it is a question of probability: if there are groups that do not know Euskera, you cannot create arigunes. If there is no increase in universal comprehension, we will remain locked and feel that this can lead to demotivation. In other words, in addition to the Basque Country, there must be something else and we must ask the public institutions. To speed up the speed of universal comprehension, we must take macros and not leave them at the current rate, that is, in the hands of the educational system.”
You'll be watching how many of the 221 potential outbreaks are created and the experience you have. The challenge for the coming years, as Lafuente says, will be to bring the Basque country closer to 75% of the entities that want it.
The Bagera Association of Donostia-San Sebastian is one of the people who received the proposal from the organizers. They were offered a pilot test to start the arigunes, and the association decided that the test should be carried out in its entirety. The Intxaurrondo district will run from 22 November to 3 December for eleven days. The organization will be run by a technician from the Bagera association and will be the Euskera commission Plazara Goaz, which works to promote the use of the Euskera in the neighborhood. The motto of the initiative is 'Baietz nitik haratago' in eleven municipalities of Intxaurrondo. Arigune has been proposed to several associations and establishments in the neighborhood and some affirmative responses have been received. According to the organizers, the event involves a gastronomic society, a butchery, a sports club and schools in the region of Pamplona. Some will create indoors, some outdoors, and there are also others that will act outdoors. They have so far been well received. The neighbours, for their part, will have the challenge of last year, will have to choose between ahobizi and belarriprest and will try to make way for the Basque. The organization will appeal to the citizens to express themselves in Euskera in the identified spaces and accompany the citizens in their challenge. They will not have to register like last year, and the veneer will be worn by anyone who wants it. The exercise is not new to them; in 2017 600 people participated in the challenge of speaking in Basque and in 2018, in the Basque Country, 1,300 people participated. The Bagera Association will collaborate with the City Hall of Donostia-San Sebastián. The City Hall will convert through two technicians the social services area, two cultural houses and two sports clubs in arigune.
The areas of action are the innovation of the Basque Country in 2020. Arigunea is a collective space in which those who understand Basque and those who know Basque come together to speak in Basque. Entities, i.e. any type of public entity, business, trade or public association, shall facilitate the creation of such spaces, and persons in such spaces shall demonstrate their willingness to participate in the exercise. The organizers of Euskaraldia will work in the creation and identification of arigunes. Arigunes can be created by looking inwards or outwards. For example, looking inside, the meetings of a company can be made in Basque because the participants have the capacity to understand the Basque and because in the company they have decided to turn these meetings into a common space between management and workers. Looking outward, a large trade can create an arigune with sellers to serve the buyers in Basque.
The Basque country is about to finish writing these lines, the end is still insufficient. They will certainly be beautiful, similar to those of a great party.
