Politics has developed its own language in the Contemporary Age, which was imposed on the democratic system after the French Revolution. For example, the word “transition” is commonly used. “Change of political cycle” is a concept related to transition. In the course of history, there are many rumours that have gained their own meaning in politics.
In the case of the Basques, the Spanish transition has been the most significant milestone in understanding the political transformation of the last 80 years. As a result of the Civil War of 1936, the citizens democratically elected the II. The Republic was dissolved, General Franco crushed democracy and established a 40-year dictatorship.
After 40 years, when the Franco regime was worn down, the Francoists themselves established the absolute Monarchy (1975-1978). There was no transition or change in the political cycle, but the transition was considered democratic. With the approval of the major European and international states, “democracy” was defeated. Absolute monarchy became a parliamentary monarchy during the Transition.
For example, the PSOE, which fought against the Franco regime, launched a campaign to get Spain out of the North Atlantic Treaty Organization (NATO) – which Spain had entered NATO on 30 May 1982 – as well as a campaign to leave NATO in the elections in October 1982. The PSOE was the one that won, opening a democratic path that would allow it to reach power. On 31 January 1986 a referendum was held by Felipe González in which Spain remained in NATO with the favourable votes of the PSOE. In Hego Euskal Herria, on average, 60 percent of voters gave 'no' to NATO.
30 years later, at the end of the ETA armed cycle, several political parties agreed on the need for a second transition. The parties that called for a vote against NATO membership, the parties that in the Transition were almost the same as those that defend the self-determination of the peoples.
What has been said so far is a well-known fact. It's an axiom. 40 years ago, in the theoretical framework of politics, the premise was considered honest, that is, the starting point for reasoning about democracy. In 40 years of democracy, the rebels were informed that without violence everything was possible. “Since 2010 ETA has been looking for peace,” the spokesmen of Sorzabal and Pla in Paris recently said.
The old premise is repeated: “If the state’s monopoly on violence is, there is no new political cycle or any transition.” Neither an energy transition, nor a political transition in Cuba or Venezuela (nor, incidentally, in Catalonia). On the occasion of the popular construction, the following stanza arrives from Havana: “Basque politics will not come with the primacy of one party for the other, but with the general change of political culture.” A vital axiom for coexistence in democracy.
