The eruption has been heightened in the political sphere during the first eleven days of June, due to the wind streaks that have blown more variable than usual, but submerged in deep waters, it is difficult and difficult to know and measure the movements that are taking place in the abyssal waters of politics. It was necessary as exhausted.
At the beginning of June there was the first surprise: the motion of censure was triumphant and, as a result, Mariano Rajoy and the pp were finally expelled from the Spanish Government. However, no one saw a possibility for the motion a week before. Why did he beat? What had moved for this in the dark circles of politics?
On 2 June the new Govern ment was established in Catalonia, which was previously designated by President Quim Torrá, who will replace imprisoned and exiled co-sellers. What was the meaning of change and what direction, what new opportunities can the new Govern now have?
Third surprise: after the motion of censure, Pedro Sánchez presented the members of the Government. What do you want to replace? Where will that exclusive government of the PSOE go? What hole does it want to cover, what objectives does it pursue?
In Spain there is no critical mass for profound political changes, and that Sánchez knows, to the same extent that Podemos does not want to admit it. Sánchez makes gestures of dialogue with a view to Catalonia and a minister from that country says that changes must now be made to the Constitution of 78. They are insignificant gestures in the race for a good position in the face of the forthcoming elections.
Regarding the first question, Sánchez has not won, Rajoy and pp have lost. They have lost credibility to continue in the government because of scandal. It was a disaster, until it also lost the confidence of the hidden powers of the Spanish State. So evident that these powers have already begun to educate in recent times a new alternative of trust for the Government, which was Citizens. But they didn't come in time. These factual powers have had to leave the wreck of the PP in an emergency, with an alternative boat of its own, still in a shipyard, and with a green. We cannot leave its sacred interests in the hands of Citizens. I believe that something similar has happened to the PNV when, since the ratification of the trust to the government of the pp within ten days (the budgets), it has suddenly changed to vote against Rajoy (the motion).
From the above it follows that in Spain the right and the factual powers have stopped without proper political representation, orphans, when the PP collapse and the abandonment of Citizens has occurred. It looks like it does, but really?
The question responds, at least in part, to the analysis of the composition of Sánchez’s new government. Sanchez has not left, as you can see, to try to satisfy the pretensions of the parties that were in favour of the motion. Why? Because it feels compelled to satisfy the claims of the true rulers of the Spanish State. This is precisely the historic role that the PSOE has assumed since the beginning of the Political Transition of 1978.
This is, therefore, the task of this new Government of Sánchez: Maintain the model of 78; secure the interests of large banks, electricity companies and lobbies; guarantee the identity between top political positions and finance through the play of revolving doors; preserve the king and the crown as keys to stability/immutability; and above all, ensure at all costs the sacred territorial unity of Spain today. In most cases the curriculum and training of the ministers of the new Government is significantly oriented towards this.
In Spain, there is no critical mass for profound political changes, as Pedro Sánchez knows, to the same extent that Podemos does not want to admit it. Sánchez makes gestures of dialogue with a view to Catalonia and a minister from that country says that changes must now be made to the Constitution of 78. They are insignificant gestures to achieve a good position in the race in the face of the forthcoming elections. Because this is the main concern of the PSOE itself now.
I had the opportunity to participate in the Citizens’ Forum organised by Eusko Ikaskuntza and the Basque Parliament on 9 June in Bilbao, where we analysed the conditions for self-government in the Basque Country for a whole morning. The next day, on June 10, it will be the turn of the most popular human chain of Euskal Herria Esku Dago. The constituent process is taking place in deep waters.
