The report on torture produced by a group of experts at the request of the Basque Government and led by Paco Etxeberria was a long way to go and, although for many it was late, it was certainly welcome. However, if things were done right, this should be the first step among many others, and not the first one they seem to want to do: to say that the debt to this sector is paid and left at the bottom of a drawer, forgotten forever.
When I say that it should be the first of many steps, I do not do so in theoretical abstractions, but I propose concrete actions: firstly, moral and economic compensation should be offered to all those who have been victims of torture; medical and psychological care to those who need and demand it; private and public apology; recognition and recognition. That's to start with.
However, there should be a review immediately of all the judicial proceedings that have had complaints or self-accusations obtained for torture and, where appropriate, also the suspension of sentences and in the case of sentences wrongly complied with (how much!). at least excuses and compensation.
In addition, legal and administrative changes should be made immediately so that no further cases of torture can occur: by eliminating the incommunicado detention, recording the detention and following the other recommendations given by the experts.
Although it is not always known who the specific sadic torturers have been, let us look for the cover-ups of all kinds who have collaborated with them and the political leaders who have supported this activity.
And, in addition to the above, we should really investigate these cases of torture that have occurred in these years and look for their culprits; someone will say that you cannot know who the direct perpetrators are; of course, that everything has been organized in this way, so that torture is not an exception, but a generalist and systematic practice; but, although we do not always know who the sadistic torturers have been, let us seek the cover-up justice of everything.
All of that, or at least that. It seems to me to be the least if we admit that torture is illegal, repugnant and disgusting and something that should never have happened. And if you think that what I ask for is utopian or inappropriate or impossible, get the conclusions.
