Gross Domestic Product (GDP) is not a good tool for measuring the wealth of the country. However, economists tend to use this magnitude as a tool. When quoting statistics and rates, the common reader is easily lost among so many numbers. I confess: it has happened many times to me, too. In the following lines, I will try to make the data understandable.
Between 2007 and 2017, in the Basque Autonomous Community and Navarre, wealth was lost for seven consecutive years, recovering the previous level in the last two years: The GDP of 2015 was similar to that of 2008. From the point of view of GDP, the crisis seems “overcome”. I mention this between gakotxos, particularly because the recovery from the previous level means that a great opportunity for growth along the way has been lost.
From the employment point of view, this recovery has not yet taken place. For this analysis I will use three elements: the type of day and the evolution of the number of workers in the private and public sector. I should like to make it clear that, in general, the quality of employment of an indefinite contract is higher than that of an eventual contract, and that of a full working day versus a partial one.
The number of full-time employees, compared to 2007, decreased by 134,000 (126,000 men and 8,000 women). Part-time working has increased by 20,000 (16,400 men and 4,300 women). In other words, many full-time jobs have been destroyed in the last ten years. On the other hand, the part-sessions have been unable to replace this number of jobs.
In the private sector, the number of people employed has decreased since the beginning of the crisis, to 60,000 people (62,000 fewer men working, 2,000 more women). As for indefinite contracts, since 2010 the number of workers has decreased by 41,000, while temporary workers have been increasing year by year from 2012-2013 to the present day.
In the public sector, on the contrary, we can distinguish two deadlines. In the first, between 2007 and 2012, there was the creation of indefinite employment, reducing the temporality. But the next time, after the implementation of the austerity measures, 7,900 undefined jobs were destroyed, with temporary employment generated in the same period of 5,500 being reduced.
In short, although from the point of view of the generation of wealth we have regained the level of pre-crisis, in terms of employment in Navarre and in the CAPV there are 134,225 jobs less full-time and 20,650 more part-time. Adding to the wage cuts suffered, we find ourselves in a dark context. That is why the period 2007-2017, we will have to name a lost decade.
