The Catalan secessionist process has had two major obstacles since the beginning. The first is the anti-democratic attitude shown by the Spanish right-wing Government. He has been blind, mute, deaf to the national adequacy demanded by the majority of Catalonia and, subsequently, to the claim to exercise the right of self-determination.
The second obstacle is a question of internal correlation between the Catalan political forces. Faced with the anti-democratic attitude of the Spanish State, secessionism has not had a sufficient majority to set in motion a process of unilateral independence. As we have mentioned, all unilateral secession processes legitimised in the votes have been supported by at least two-thirds in Parliament or in the referendum.
The independentists have used the process of Slovenia, together with Estonia, as a model for Catalonia from the outset. Many things can be learned from Slovenia. However, if Slovenia is independent today, it is thanks to the former Yugoslavia, which liberated it from Italy and Austria. The Slovenes were recognized as nations in the former Yugoslavia, their language was their master and master of their socialist republic, and, if that were not enough, they participated in the governing bodies of the federation when measures were taken against secession.
On 1 October Catalonia will not have a referendum on secession that satisfies democratic guarantees, it is true that the lehendakari, Iñigo Urkullu, said that from that referendum attempt the birth of a new state cannot emerge. But the fault lies not with the Government and the Parliament of Catalonia, but with the Government and the Parliament of Spain.
Perhaps the reader will not know, but Tito was half a Slovenian and half a Croatian. Yugoslavia was not a structure imposed on Slovenia; on the contrary, Yugoslavia was an instrument for the national liberation of the Slovenes. They were always against secession until the last minute, but when the economic crisis reached Yugoslavia, Milan Kučan, as the first independent President of Slovenia explained, saw the solution in the European Union. In the small Balkan country they were prepared to enter the European Economic Community with Yugoslavia, but if the federation had not been accepted, they were prepared to open the way. Brussels did not accept Yugoslavia as a member and therefore independence in Slovenia went from almost nothing in two or three years to mass independence.
The referendum was convened by all the country ' s parliamentary parties, with a massive turnout of 88.5 per cent of the electoral roll for independence, i.e. 94.8 per cent of those registered in the referendum. Almost inadmissible support; this is not the case in Catalonia. Moreover, given that there was a large majority in favour of independence in Slovenia, the minimum shares required by law were controlled and the objectives of achieving wider majorities were set, this is not the case in Catalonia.
But in the face of internal and external blockages, what is the way to carry out the will of the people? Disobedience. There is no more. On 1 October Catalonia will not be a referendum on secession that meets democratic guarantees, it is true that lehendakari, Iñigo Urkullu, said that the birth of a new state cannot be expected. But the fault lies not with the Government and the Parliament of Catalonia, but with the Government and the Parliament of Spain. That is why there is only one solution to unblock the situation: disobeying to negotiate a referendum agreed with the Spanish State.
Spain has to be afraid, it has to receive a wave of votes against its freedom of expression and its anti-democratic positions so that it is afraid in its bowels to negotiate a true referendum. If you are Catalan, it is legitimate to be against independence, but if you are in favour of the right to decide, you must know that to do so, the most effective way is to vote for independence. Only then, when the ballot boxes are full of votes in favour of the yes, will Spain negotiate or force to negotiate a referendum that will safeguard all democratic guarantees.
