At the time of Jordi Pujol the metaphor Peix was used to the cove (fish to the basket) to refer to the form of negotiation that the Govern carried out with Madrid. In other words, it is better to place a fish than to have eleven à la carte; you have to be content with the achievements that are available. Well, the Catalans have long realized that, rather than waving for fish remnants and exhausting forces in constant denial, it is better to take the basket without addictions in hand and arrange fish collection independently.
The Catalan people, immersed in the sovereign path, are now attributed to the PNV the return to inshore fishing. The minority of the pp and the need to approve the budgets of both parties have staged the improvement of relations. Whatever the freezing or thawing, it is clear that the starting point of the negotiations is bad. It is useless to try to put some fish in the basket in which it is punctured. The Government of Spain and the Constitutional Court have been in charge of digging this basket: in addition to the fact that the transfer of competences is blocked, there is an important initiative for recentralization by area and the decisions of the Basque institutions are systematically neglected through the wave of appeals. This not only impedes progress in self-government, but also represents a setback.
The Basque Government’s own Minister for Public Governance and Self-Government, Josu Erkoreka, has recognised that he will play an important role in the negotiations: they have severely eroded self-government. However, he has insisted that, although he has called upon to respond to the breaches of competences, in all cases the first option will be to negotiate with Madrid to avoid recourse. New mishap for the supply of the perforated basket. In this way, what has to be negotiated is the restitution of all the steps that have been taken behind, leaving aside the real political issue.

The Gernika Statute is about to be 40 years old, and the Spanish Government is still failing to comply with what has been signed. It would be very different if the starting point were as follows: They have not complied with the contract signed, so we believe that the contract is terminated. The text of the Statute does not lay down the period of execution, which is the fundamental paragraph of any contract. That means that the Spanish Government can slow down the delegation of powers to the Basque institutions. If that were not enough, the continued resources on the powers already transferred repeatedly overturn autonomy in these areas. And the hole in the basket gets bigger.
The same is true of the quota talks. What do the CAV and Navarra institutions pay through the quota or the contribution? Do we want and need these “services”? I do not know if it is very present what is paid with the quota, among other things, are the Army, the National Police, the Civil Guard, the CNI, the luxury life of the royal family, the Spanish sports teams or the National Court. President Uxue Barkos, for example, has calculated the amount to be paid on the basis of her own criteria. Leaving aside the number, it would not be wrong for a discussion to begin on what it contains. Otherwise, indirectly, we would be financing organisations that play a direct and unloved role in the denial of our country. And that would be to leave the basket without wicker.
The only option to break the vicious circle of sterile negotiations is to take a firm stand in favour of sovereignty. In order to maintain the recentralizing blow imposed by the setback in the current legal and legal framework, the demand for full sovereignty must be more present than ever. Like the Catalan people, we should also loose the rope of the Spanish State and spin our own basket.
