We are already used to questioning pensions from time to time. Now, the Pension Reserve Fund, of having a relatively rich fund, EUR 70 billion, is about to disappear and hence explain its concerns.
The Government of Spain rounded off the accounts in the short term, but not in the medium and long term. The number of pensioners has continued to grow and in the meantime income, the amount paid by the employed workers to the Social Security, does not follow the costs. Hence the need to address the Reserve Fund on a permanent basis.
To date, expenditure has been reduced: to calculate the amount each retiree has to earn, use more years, extend the retirement age to 67 years; now it is 65 years and 4 months and want to reach 69 years. Thus, life expectancy will be shortened and the number of pensions will be reduced.
From now on, Social Security income will be taken into account, as has so far been the case for expenditure. But what to grab? A pull would be the state budgets; covering the Social Security deficit with the budgets, as is done in many states. That would increase the state’s public deficit and the EU will call for accounts. A difficult solution.
The second solution would be to create a new excise duty. For this there are many taxable facts, but the simplest thing is to create a new VAT, as well as luxury goods (cars, sailing boats, etc.). and services (aircraft, travel, four-star hotels, etc.) ). It is also about financial transitions or deposits, although they do not like the financial ones. We also have Excise Duties. Why not increase these taxes by putting them at European level?
Another additional source of income would be the benefit obtained by the Personal Income Tax (IRPF) with an increase in the rate of 1-2 points. In addition, they could undermine the deductions of households in the income tax, since after all this is an increase in their prices. All of this would increase the risk of fraud and it would be desirable for the inspectors to take seriously the monitoring of high entrances: senior executives, elite athletes, i.e. Panama and all those who hold money in similar tax havens. It would also be good to increase taxes on capital income. In this way, the tax burden would bring us closer to the standards of the European Union (EU) and would apply it in part to cover the Social Security deficit.

The Social Security scheme gives employers a few bonuses for job creation, which in many cases are fraudulent. That is why these subsidies should also be cancelled.
We must not forget that our pension system is based on intergenerational solidarity. However, solidarity between those of the same generation should also be realised. In fact, higher wages should make greater contributions to Social Security. The main basis for today’s membership is EUR 3,642/month, as if a worker gets EUR 4,000/month or 50,000, 100,000 or more. That is why the contributions of these individuals should have a more progressive basis, but all of this requires political will and surely this Government does not want to go down that road.
Finally, when is the Basque Social Security going? According to the Statute, its management should be in the hands of the Basque institutions, although it does not appear that our authorities are focused in the short term. But if we want to disconnect with Spain, steps need to be taken. Not to allocate a supplementary pension, but to build our own system.
