Ten years have passed since the first stone of the Basque Y was laid in Luko (Álava). There is still a great question mark about this destructive project. How many more years? How and when will they put the last one? The inauguration was made very discreetly, with the scarce presence of the media, a little weird to set in motion the infrastructure that spends the most money in the history of Euskal Herria (EUR 6 billion, according to current accounts). The truth is that before the works began, a further ten years passed, with many demonstrations and arguments against, until the Budget Pact was signed in April 2006.
The non-legislative proposal presented by the PNV at the Madrid Congress on October 18 to plan and economically certify the pending works of the Basque Y was rejected by the PP and EH Bildu and by Podemos. The question mark increases. Time and money are not consolidated. Economic resources are scarce in a crisis situation and it does not seem that in the medium term there will be any more facilities for obtaining money from Europe or Madrid. The PNV topped EUR 1,078 million until 2014, which then had to be discounted from the quota, but the question is: How much more can you advance? How many times have you told us that this work will be paid by Madrid and Brussels? So far this has not been the case, and from now on it seems that it will become increasingly difficult. The new government of pp in Spain does not seem to have much interest in the Basque Country, as it has not appointed any minister there.
High-speed projects and technologies have been used to create hegemonic discourses such as Discourse, Power and Space in the Development of High-Speed Rail Line in the European Union. It is clear that from the beginning the TAV project for the governments of Madrid (both PSOE and PP) is made in the conceptualization of other geographic and transport policies – claiming the motto Todos a Madrid en TAV – compared to the Basque Y of the PNV, which uses “strengthening the Atlantic Axis”. That is the bleeding of the extension!
The interests of Vitoria-Gasteiz and Madrid are becoming increasingly different. And Madrid has the pan grabbed by the handle. No one knows what, when and how this case will end, but a stronger movement against AVC, like the one that existed ten years ago, can help define the future of AVC. We are in a moment of ecological urgency and of serious social needs and it is irresponsibility that more public money should be lost in this work.
