I needed a pact or a convention, but I have also kept the word against the dictionary, because it has a way to go: we have concerted centers, also Euskaltegis or hospitals. We have many other initiatives that work by convention, but that is not the same thing. In some ways, concertation remains, conventions fall from time to time.
In both cases, these are social function initiatives, usually of social origin, which receive funds from public institutions for the maintenance and development of the social function of their activity.
In Euskal Herria, we have the social initiative in an extraordinary dimension in Europe, and that is social capital, wealth. In parallel, there are the capacity and resources of public institutions. When both have been properly coupled, we have achieved excellent results. And we will continue to bring both together. In other words, we need to find ways of deepening and widening consultation.
Firstly, confidence in cooperation must be increased; there is still much to be improved in many areas. Secondly, the legal quality of the yoke must be maximised; resources or suspicions against public-social cooperation are too straightforward. Finally, it is necessary to reach a consensus between the public institution and the social initiative so that the activity of the latter fulfils its social function and there is greater complementarity between the two sides.
Let us apply the above to the area of Basque communication. There is one public part – the “Basque” section of EITB – and another that receives subsidies for its impact on the promotion of the Basque country. There are more than 1,000 professionals in this area, but it is hardly possible to achieve success – that is, the powerful – from time to time, there or here.
In addition, the Basque media are engaged in a rapid and uncontrolled evolution of global communication. Questions accumulate: Will the current TV model last or will it fragment into a thousand screens? Will there be a paper newspaper in the near future, or is the paper full on the internet?
Let us imagine that a vision is agreed in ten years’ time, including the future of public television and of the written press; that a social function is defined linked to objectives such as linguistic and gender equality, coexistence… and suppose that the articulation between different structures for cooperation and a shared and stable funding is established as regards the agreed social function. Could we behave better than now?
So why is there something like this, for example, in the Basque Country and in the media, which looks like a chimera?
