In Navarre, political change has been noticed in the government, but at a similar level the municipalities and councils have changed; and in the federation that gathers them the Basque municipalities predominate. I cannot forget the excitement of listening to the Mayor of Tudela – Ezkerrakoa – on the radio in Basque.

In the Basque Autonomous Community there has been a broad political agreement around the EUDEL, as well as to reach a consensus on the municipal law. In this case, it is noteworthy that the commitment in favor of the Basque Country has been strengthened both in the law and in the school.

And in Iparralde the vast majority of municipalities have already approved their college, which will also have competence in language policy. If it is not mistaken, it will be launched with the new year and a nice budget awaits it.

So, I think we have at hand the possibility of organizing the Basque people from the municipal level. Collaboration between Municipal Colleges is normal and general laws easily allow the management of immaterial commons – culture and language. In this respect, if possible in European legislation. And the will of us? What is the Basque country in?

In recent years, there have been many reflections on the Basque Country. The revitalization process has reached a crossroads, so the leaders of Euskaltzaindia have begun to dance. The Review and Relearn People to People document, or the dissemination of Patxi Saez’s Elefanta ikusi proposal, both on the net and elsewhere, has been significant.

I believe that the most resounding result so far is the one that the HPS’s Basque Advisory Council has just adopted unanimously and with great enthusiasm. document. I would say that there are the concepts and the vision of the linguistic policy of the future, there is the core of the task.

Two other outstanding initiatives: the first, led by Eusko Ikaskuntza, works on the horizon of two years. Although it is in its beginnings, it is full of ambition and novelty, and we must continue. The second is the process of participation that we have begun in the Council of Gipuzkoa with the social entities of the Basque Country. “What do we have to do to be more efficient in a different way?” we have wondered and made a special effort to innovate in methodology as well. I have perceived enthusiasm in the process, a willingness to reinvent the activities of the agents; and I have been struck by the low price of some of the perspectives that until recently dominated.

In short, there is the possibility of articulating the people of the Basque Country through municipal schools, and the will to undertake new paths and forms in the world of the Basque Country is being consolidated.

And by strengthening the Basque people, we would be making a leap in the process of revitalization and the community of speakers would be more effective in making general decisions.
