What Miguel Sanz launched in 2011 to the Secretary General of Podemos in Navarra, Laura Pérez, before the current King of Spain, is what I have been doing these days: After discussing, I wanted to tell him that this was the way to change things, but “his minute glory” was the phrase that despised the citizen, with the usual rigor in practice.
That citizen has today reached a third of the Government of Navarre and with his strength supports the government. It's what they call the government of change. And with his work, he's seeing how difficult it is today for a government to change things. From the environment of power, one tends to think that institutions change society, without thinking too much that they are only a part of society; moreover, with less or more forces, they are a small part of power. This is seen in many areas, but above all in those that need money – the majority – and that can influence identity or citizenship. Two very significant examples of the problems affecting change in Navarre were those that occurred last week with ETB and the children's schools in Pamplona.
The ETB exercise has been a brutal exercise. Neither the linguistic rights, nor the ETB signal to disturb anyone, nor the protocol between the Basque Government and the Government of Navarra, nor the majority will of the citizens… nothing, the law is the most important thing. It does not matter that the entry into force of the law brings no more problems than the fact that it does not put it, the truth is that the law is above all that, the laws, the powers, the forces, and from time to time we have to teach it, even if it is brutal: “You have a week to cut the signal, if I won’t seal you the equipment.” The Spanish ministries thus resolve these small ones.
It was now a question of showing who had the command staff in his hands. For the rest, power has many shortcuts to avoid conflicts that it does not want.
The Civil Guard was responsible for producing the Euskaldunon Egunkaria newspaper and, now, sent a letter to the Egunkaria newspaper. The result is the same, its readers could not read the medium of choice and thousands of Navarros citizens cannot choose ETB. And if the citizen is erased from reading the medium he wants, there is no freedom of information. We do not know when, but fortunately, ETB will be in charge of turning the situation around. It is now a question of demonstrating in what hands is the baton of command. For the rest, power has many shortcuts to avoid conflicts that it does not want.
One of these paths is the “principle of reality” that appears so many times in the sentences. In the case of ETB there is nothing to say, the reality has long overcome the obstinacy of the Navarros and their friends by the Basque Country, but they still have enough powers to stop the steps of the euskaldunes.El
theme of the CHILDREN SCHOOLS OF PAMPLONA has been the second time in a week the power has taught us where the power is, this time dressed in toga. Magistrate of the Court of Administrative Disputes No. 2 of Pamplona, Antonio Sánchez Ibáñez, has suspended the process of changing the linguistic model in two children's schools of the City of Pamplona. This judge had already taken into account the complaint of the State attorney and qualified as a legal fraud the placement of the ikurrina in Sanfermin's sucking last year (for another judge, taking the ikurrina with the same arguments was not a legal fraud).
The rights of each other are in the air in the issue of children's schools: basically the educational model, the linguistic model and that the center be as close as possible. Because their two current centers (Donibane and Printze Harresia) will be centers in Euskera, which want a Spanish-language model that should move to two other centers that are 10 minutes away. The judge has taken advantage of the accusations of this process to suspend the decision of the City Council of Pamplona/Iruña cautiously.
In other words, he has defended the rights of 53 children and families to trample over 200, who in this way will not have the right to choose the language model or to choose the centre closest to home. In Pamplona, of the 17 children’s schools, only two are in Euskera – the demand is 37% – and if the change of City Hall progresses there would be four. Of course, rightholders are more important than simple rights, that is to say, Castile-Leon than Euskaldunes.
In the arguments the judge acts in a discarded way, giving “ad hoc” the technical arguments of the City Council and those of the parent who has appealed “based on research in the matter”.
No doubt, whether or not you win the elections, power has thousands of faces and you teach them.
