“The neighborhood of Ulia is very dispersed, we have no place for coexistence. It’s what this park offers us.” Leire Rodrigez, member of Lore Baratza de Ulia, is clear about the richness that the park gives to the neighborhood. The association of neighbors started with the request to open the doors of the park that had been closed for years, to which the project of Huertos Florales de Ulía was added in 2013. Thanks to the work of the resident association, at the end of 2014 the city council took the management of the plot to public tender and the project chosen was Lore Baratzak de Ulia. A management committee for the park was then set up: the idea is that the land should be open to all citizens for as long as possible, giving them the possibility of organising areas of floral orchards. At the moment several sections of the park are in operation.
Rodríguez underlined the plurality of the project: "The project has no connection with any political party or with any particular ideology. Whoever is here for more than five minutes immediately understands that the park is a treasure for the city.” It is a space to advance the projects and illusions of citizenship, a place to make “a real public life.” It is significant, for example, that in January the Basque Government awarded the Elkarlan Prize for its work on environmental and social cohesion.
In recent months, the City Hall of Donostia-San Sebastian has urgently launched the urban project of 70 houses in the park. Although the City Hall says that the housing plan is compatible with the activity of the park, the sponsors of the park are clear that this is not possible: “When construction starts, they will have to do piping, lighting or road construction. They want a modern park, what we have now is much more than that.” The housing plan was approved in the municipal plenary of February 25 with the votes of PNV and PSE. Meanwhile, EH Bildu and Irabazi have announced that they will promote a popular consultation in the neighborhoods of Ategorrieta-Ulia and Intxaurrondo Zaharra among others. The members of the Huerta Lore de Ulía were also present in the plenary and made it clear that they will continue to work to protect the park: “Because in the face of speculation we need another model of city.”
