What is the meeting of the Greens on the legislature?
The Greens have been within the government of Alain Rousset of the PS. We have supported the majority of the government, making opposition, always positive. The Government ' s policy has, in general, been inadequate. It has worked particularly in the field of communication, it has not devised any fundamental initiative, but it has communicated to the maximum the minimum it has done. We ecologists set ourselves a number of environmental objectives. The government has already announced coal rates and climate measures, but has not complied with them. There were also objectives to improve the conditions of companies, but the profits of companies have not increased.
Will Alain Rousset be the president of the new region?
I think so. The President and the French Government will probably move to the right, but in the new Rousset region they will continue to lead because their policy is not left-wing, as the Socialists vote on many policies on the right.
Is it not a contradiction of your party?
In a way. It's our political choice, the environmentalists don't expect any other way of influencing government. In the past, the Greens were an alternative to governments. Today we are not tempted to govern, and we see no other way of doing politics. We want to build a Europe of peoples and regions, but in the construction of Europe, on the one hand, the tension between states and the desire for majority parties to be linked to power, the environmentalists have not had a chance. We ecologists are not the only ones to build another Europe. Here, Alain Lammassoure is an example of that. However, the Jacobinism of the states has been strengthened to reach European power. In the Paris parliaments too, our elects have gained too much power. There is a tremendous problem in the spheres of power. The Greens who operate in Europe, for their part, more easily adhere to the party’s aspirations.
What have the Greens achieved by supporting the government of the Socialist Party?
We wanted transparency in governance, for the money we have the elected to be the rule of work, that is, if we do not go to the Council, we do not earn anything. We have achieved something, because nothing had been done. We have doubled the budget for the social and solidarity economy by laying down special rules for working with local actors. We have proposed a new climate planning, with 300 new measures, as well as the publication of the book Prevoir pour agir (Planned to undertake). A number of proposals for household energy regeneration have been implemented. We have managed to renew the road between Kanbo and Garazi, it is a great thing. The biggest problem in the region is to accompany the company SNCF, it is not easy. They want to take the trains off them. People who use the train have problems. The local conventional trains have to be installed in the area, but we have not yet managed to do so.
What is the APR project?
We have been in conflict with Alain Rousset on the TAV, we are against the TAV. The government has tabled a number of motions in favour of the TAV and voted on the right with the Socialists, including the Communists. The Greens do not have enough weight in the region, but thanks to our rejection these motions have not been unanimously voted on and the project has not moved forward. Our representation is small – we have 10 of the 85 seats – but we play an important role. It does not seem so, but it is being provoked by our opposition policy.
The official report says that the TAV is not the right one, but the project is moving forward.
Maleruski. To start with, what are these surveys done for, even though most people are against it, if they are not followed? Most of society doesn't want the APR, but they want to implement it. There is a democratic deficit there. In addition to destroying farmland, the project has already resulted in large-scale deficits. As the Europe of the States is being built, the big cities are coming closer together, but there are still great gaps between them, communication between the closest peoples is being lost. For example, if from Baiona you want to go to a big city, in time it is faster to go first to Paris and from there to Marseille. From here to Marseille it is very difficult. We're crazy. The centrality of the State is being further strengthened.
What do you think of the new region of Aquitaine, Limousin and Poitou-Charantes?
The French State has been built in a concentration of protest against reform. Centrality has hitherto been established in Paris and will be implemented in the future through new regions. This time it will not be worse, but it will not be better either. Through those large regions, Paris loses some power and Bordeaux wins, so that is not decentralisation. I would not increase the region. Once the department is removed, the counties will take more power, which is why the Basques need the Territorial Community.
The centre of the Vasca-Aturri Coast has shown itself against the single Commonwealth of Iparralde.
The policy of these voters in the big cities is selfish. They want a fast urban center and put aside the peoples of the world of agriculture. However, they should assess the need for housing. Who grows the vegetables, who grows the cabals? Society must be built with solidarity. These neighbours should realise that civil society and the majority of the electorate have been working together for some time, that we are in that mess of all parties. The time of the remarkable politicians of the past is over.
Is the Basque institution feasible?
We Basques are able to put the Commonwealth on the ground. For the construction of the College, each of the neighbours has one vote, and the mechanisms of choice have been put in a balanced way. The foundations for achieving the Basque institution with the means that exist are solid, I am optimistic.
What is the contribution of environmentalists in Iparralde's policy?
We have not voted much in the peoples. The Commonwealth will not bring any more representatives or powers to the environmentalists, but we firmly demand the institution for the Basque Country. The procedure for building the institution is part of the concept of our policy. The Abertzales give priority to the policy of Euskal Herria, while we are on the scale of the State and Europe from the environmental point of view. Between parties, we don't have organic relationships, but we're in collective societies. For example, there we have Bizi! The movement is not linked to any political party, it is open to all. These kinds of movements are necessary. But we call on the social movements to maintain contacts with the representatives of the political parties, because the electorate is in the institutions, so that the aspirations of the citizens can be achieved. The same is true of farmers. It has just been the Lurrama trade show, and the ecologists have also taken over. The problem is that, despite the fact that many people are in favour of environmentalists, they are not going to vote because they are anti-system. It's a choice, but the system goes ahead without taking your voice into account. There's a big problem. This political system is not as democratic as we would like, OK, but many malevolent people vote on the far right, without any kind of social involvement.
Given that the region will grow, how do you see the evolution of the cross-border organization Aquitaine Euskadi?
Aquitaine and the Basque Country have predominantly passed over the Basque Country. We, however, have worked in this body, for we do not have to leave any empty chair. If before the connection between Lot and Garonne, Dordogne and the South was difficult, now Limousin and Poitou-Charentes are included, many citizens do not know which region they are in. They have nothing to do with the Basque Country, so to maintain a normalized relationship with the governments of the South it is essential to have a Single Commonwealth of the Basque Country. If so far the region has been too large to foster relations with the Basque Country, it is already more difficult.
EH Bai is going to call a blank vote. “Ipar Euskal Herria has no place in this great region,” he said.
I respect your decision. However, we cannot fail to heed the decisions taken in the Council, we are within it. The regional government will make decisions about our day-to-day needs. If you do not elect the representatives, others take your seat. The rest of the voters mark their policy, the election of EH Bai is painful of one of them. The Abertzales have been strengthened. In the last elections they have won many positions and should try in the region.
Perhaps they do not see political normality. They want to give priority to the peace process.
However, environmentalists are working on the backbone of the territory and on the peace process that Euskal Herria needs. We are working together on a lot of things. There is no such thing in France anywhere else. Therefore, staying out of today’s vote is a Sunday. We agree with EH Bai on a lot of things. The era of armed struggle must not remain that way, the conflict does not end by crushing and ignoring. If this is done, the grudge stops, the conflict can be revived at any time. This has never been the case in the history of conflicts. In order to establish peace after the war, we must first talk to each other to get to know all the victims. Both States must therefore be absolutely involved in a process that promotes coexistence. But I complain about that, because I think the States prefer to continue to flee.
