The Member of Gipuzkoa, governed by the PNV and the PSE, is about to abolish the Wealth Tax and the Great Fortunes. This tax was launched in 2013 by the Bildu government, with the support of the PSE, and was able to raise 50% more than with the Wealth Tax. In the 2013 campaign the Gipuzkoan Treasury raised 57 million euros with the new tax, compared to 38 million of the Capital Tax of the previous year. Only 1% of the taxpayers were obliged to pay the new tax, of the 7,833 declarations, 7,718 did so. The average amount to be paid has risen from EUR 5,855 to EUR 7,284.
Why do the PNV and the PSE want to remove this tax? The PNV, while in the opposition, said that because of this tax, Gipuzkoan entrepreneurs were going to leave the country. In fact, only 49 companies changed their tax address in 2013. Behind this political position of the Jeltzales, the pressure of the Adegi employers can be perceived. This partnership has served as a lobby for fiscal counter-reform. By eliminating the Wealth Tax and the Great Fortunes, the business elites want to recover old privileges, increasing inequalities. In this way, the rich in Gipuzkoa will pay EUR 60 million less per year, and, as always, workers will have to make a higher contribution. With this fiscal counter-reform that is intended to be imposed in Gipuzkoa, the revenue will be lower and will affect public services and the fairer distribution of wealth. New avenues for tax evasion will also be opened, as many of them will have tax engineering at their disposal.
