Let's keep dreaming
The authoritarianism of UPN, exclusion, corruption and many more traps are today the most effective cement of the Uxue Barkos Government. Above all, the new government has two advantages, especially in this principle. One is that the UPN regime has left values and minimum political practices of coexistence far below normal, so that the four forces of this government have a significant margin to reach these minimums together.
Another advantage is the force of the illusion of change in society, which in difficult times will force parties to marginalize their vision and move forward together. Simply because the rejection of this alternative can be serious for any of the four legs that support the table. And also, because the alternative would be to go back to the previous one.
But that does not guarantee a duration of four years. Any project has its strengths and weaknesses, and so does this government. At the moment, the most important strength is the agreed programme, rich in intentions, set in the right direction and defined at nearly 700 points.
As true as possible, what has been established. Those who wish to do so quickly see their weak side, which in the end is not consolidated with the budgets, and it can be seen delicately that there will be many problems in meeting them in their entirety. It is something that the citizens of change must know, not to give in to purpose or pressure, but to dress with patience of work and struggle.
Paralysing the TAV project in Iruñea-Castejón would be a great achievement, leaving for the future the connection with the Basque Y that Geroa Bai wants. It is necessary to start with the Basque Law that exists, but with the will one can take giant steps with decrees and norms; the fact that the diffusion of model D in the “non-vascophony zone” is ordered would be a giant step. And that those who take part in the Plaza del Ayuntamiento de Pamplona in the coming sanfermines do not receive the mayors whistled for speaking in the official language of it. Incidentally, in the farewell of the “sick” of the Plaza del Castillo nothing of that would happen.
And what will be the universal basic income that will be set in motion in the first six months? No one knows, but citizenship will immediately measure if it is a hair suit, a kind of CAV Income Guarantee Income or the most advanced income of the Spanish State. If we look at smaller ones, how much money will the Euskaltegis of IKA and AEK receive at this end of 2015? What about Euskalerria radios? It is true that the programme has left many grounds in the air, but the advantage is that there are as many thermometers as measures to make comparisons.
There will be no lack of tension in the new government, as has not been lacking in the negotiations that have taken place so far. With a view to the transparency that is claimed, it would not be a bad pedagogy to speak more clearly to the public, without leaving the debate on the parties' internal documents. EH Bildu has not been content with the government model that Geroa Bai has set, but has reached an agreement; he has no choice and will have to resign on several occasions, among other things because the breakdown of this government can bring the PSN to the government. As has been seen from the outset, Interior Minister María José Beaumont, proposed by EH Bildu, will be one of the points to be dealt with against the government.
Maria Chivite would dream of jumping from the abstention on Monday to the government and, of course, of the expulsion of EH Bildu. Many of I-E and Geroa Bai would not see the play with bad eyes either, as without the pressure of EH Bildu the government would make it much quieter in the search for an unfortunate centrality; but many others from the Barkos coalition do, because they know that the current PSN has too many responsibilities with the regime that has been done.
Mimicking the house, many of the CAV believe that Geroa Bai is the Navarre arm of the PNV, but the reality is more complex within the crucible. And yet it is surely not entirely wrong to think that the influence of Sabin Etxea in the coalition goes beyond the 5,000 votes achieved by the PNV in Navarra in the European elections. The forthcoming general elections in Spain can also have a great deal of influence on the new Government of Navarre. Now, however, let's keep dreaming.
