You're the youngest mayor in Tudela's history, you're only 35 years old, no one can think you have little experience.
My family had an electrical facility and maintenance company, and from a very young age, when I was 24, I had to take over management. That is why age seems to me to be pure anecdote. The lack of experience can be solved by extending the ears. Among all the councillors, moreover, there are four of us who repeat, nothing else. In the last four years I have been with Milagros Rubio and have tried to absorb the 30 years of activity of Milagros as a sponge.
His family's company was very large. If in Ezkerra - Left there is a descendant of a family of businessmen who finds it strange to see in such a party?
I don't know. We have to break the molds so far. So far, society has fragmented and classified in a way, and that's what we should change. I have taken land in Ezkheim-Left because this side and Batzarre have always been my references, and in my house the same has happened. These two characteristics, being an entrepreneur and being on the left side, are compatible. The economic crisis has hit the workers hard, and the leaders of small and medium-sized enterprises are among the workers. They've also had to see black people. Today, when you see me on the street, the workers who worked with me at the company greet me with affection. Cooperation between small and medium-sized workers and employers, who create the most jobs, must be encouraged in order to emerge from the crisis.
How have you found the City Hall that has so far been in the hands of UPN?
We have found it as we expected. In the opposition work we were very high and we knew what the situation of our city hall was. It's a loophole that we've found, I don't think we're going to find a black hole. We had to sort out the chaos in the City Hall and calm the clashes with the workers.
UPN has lost the most important mayors in Navarre. Why?
There are many reasons. I know the case of Tudela and, among other things, UPN has paid for the wear and tear that has meant having 20 years of mayor. In addition, it must be acknowledged that UPN is not alone responsible for the crisis, but is responsible for its crisis management, which has made it possible to shake the most vulnerable citizens in particular. If we add to this the campaign of fear that he has used in the elections, the “round storm” that has taken place in our city hall can appear. They've been repeating that the evil ones are coming, and in small towns and cities, we all know each other, people have not swallowed the toad, because they've seen us working hard every day.
What is the city model we offer to Tudela?
Interestingly, talking about the city model, in the election campaign, we all came together. Until 2008-2009, Tudela was aware of the tendency to spread to the neighborhoods, with a population of 50,000 inhabitants, which required the City Hall to have a greater structure and expense beyond its possibilities. On the periphery, shopping malls have been built with which we have drowned the shops of the neighborhoods of all times and made the car necessary. It's going to be difficult for us to undo what we've done, but the public is consolidating awareness for a new city, closer, friendlier, more sustainable.
You ride a bicycle through Tudela. Speaking of a more friendly city, do you include the use of the bicycle?
Some people laugh, they accuse me of geek, of cycling for pretending. But Tudela is a pretty flat city, and we have the bicycle as a means of transportation faster, cheaper and faster to move around. During our term of office, we have to emphasize the use of bicycles, and not just that. We also need to improve communication between neighborhoods, public transport, and the pedestrianization of the Casco Viejo is vital.
What importance has the work of Milagros Rubio had in enabling change?
Absolute. If we have now achieved the mayor's office, it is thanks to an honest and lasting, unbroken opposition of citizens like Miracles for over thirty years, also recognised by political enemies. Here are Jose Mari Lakarra, Ana Mari Ruiz, Dado, Antonio Cañas...They have fought for a better Tudela, and we are the heirs to that hard work.
You've studied in San Sebastian. Part of your family is Donostiarra in fact. Do you know how to speak in Basque?
I used to speak little and wrong in Basque, and now I have forgotten quite a lot. I studied at the Language School until the second year and stayed there.
Why are there so many prejudices between the Ribera de Navarra and the inhabitants of Iparralde?
From both ends the conflict has been fueled, instead of favoring coexistence. We have to normalize our relations with a lot of pedagogy. We have to protect the two languages of Navarre, which enrich us. I am a teacher and I see that multilingualism is good. In Navarre, the doors to the hope of coexistence are opened.
Now not so long ago it was very common to hear jotas all over Navarre. It seems that in the last decades the right "navarrista" has been done with the young girls who have won.
Flags and symbols happen similarly. The origin of the young women is often forgotten. The young girls have a popular origin, in the best sense of this verb, and the village through the young girls shows their devotions, their hobbies, their problems. She's the jack and she's from all the Navarros. She likes it or not, when she listens to a young girl, she moves something inside. Fortunately, over time it will be available again to all citizens.
Speaking of symbols, what do you think in the sucking of Pamplona was the ikurrina?
I know that some have been upset by that and I know that others are proud to have put it. I do not attach importance to the question of symbols. There is also a need to standardise a lot of things, and that issue also, of course, needs to be dealt with. But I do not think it is more important than the crisis situation we are experiencing. The most important thing is the people who are going wrong, and that's what we should worry about.
Tudela is the second city of Navarra. Have you lost specific weight within Navarre?
Yes, he's lost. I mentioned it in the investiture speech, that Tudela has to regain his place. The leaders here have not made the necessary alliances with the Government of Navarre in order to ensure that the Ribera is developed, especially in terms of social cohesion. In Tudela, the number of unemployed is 7 points higher than in Navarre, and it is not the largest in Navarre. I know that the Ribera is not the only area descending along the hillside; we have the Pyrenees or the Sakana ...
The first steps of the High-Speed Train are taking place in Castejón, in Vitoria-Gasteiz. In the context of this crisis, is the APR so necessary?
Within the high-speed theme, we lack a lot of information. The Ribera must be well connected with the rest of Navarre. First, people have to move, and we bet on the social train, so that people can move around the train at a fair price, much more sustainable than the car. However, we still have to pay the toll on the P15 motorway, although for many services we have to go up to Pamplona, and that is not fair. Apart from this, we do not think it very reasonable not to connect the railways with the European freight network.
However, if it were used to extract the goods, it would be necessary to discuss their technical feasibility or not. In the short term, it has neither feet nor tail, so it has been decided in the agreements to form the Government of Navarre to suspend the project for the time being. Moreover, the Spanish Government is not implementing its part of the works, but would be a railway line which would never end at Castejón. We have other priorities, to build a railway from Pamplona to Castejón.
Navarre has entered the festive atmosphere of this summer. Are you a fan of bullfights?
There are many sensitivities in our city hall. There are sensitivities in favour of animal rights and against ill-treatment, there are also supporters of bullfighting... In the last legislature more than 20 City Hall workers have been dismissed, more than 30 families are waiting for official protection floors, we have had difficulty buying books or giving aid to eat in the centers. We do not consider it a priority to subsidise bullfighting, and we have communicated this to the businessman in the square and to the people who are involved in bullfighting. Bullfighting will not be subsidised in the coming years. That's right, the shutters and the cowboys are going to help them, because they're social acts and they all have the opportunity to participate.
