After this alphabet soup, thousands of citizens only have one destination: the Basque certificate. In addition, it doesn't matter which one of them gets it: The objective is level C1 and the title accredited in any of these organisms will have the same value in the Autonomous Community of Euskadi. All of these are listed in the Basque Government's table of endorsements (and more: Osakidetza, Ertzaintza, Justice... I will not mention them from now on.) In most cases two calls are made a year: one in autumn-winter, another in spring-summer. If I am not mistaken, the Basque Government is organising all these studies.

But be careful! Civil servants are required to be present at the IVAP. In order to be able to perform the HABE examination, it is necessary to be a student of an approved Euskaltegi. In order to carry out the examination in the Official Language Schools the examiner has to be an official student of it, since in the autonomous community C1 is not offered for the free (in Navarre it is curious). Only EGA is open to everyone; there are two options a year to get the Basque Knowledge Aptitude Certificate: starting in February or September. HABE also has two options: in May or in October. The IVAP also offers two opportunities per year to civil service staff. In the Official Language Schools, the official pupils have calls from June and September, without free choice (although they have it in other languages). And I'm not worth saying they have the EGA option: they also have the option to do the Advanced test, but it's also offered for the C1 free in English.)

In my opinion, the subject of examinations is poorly organised. Given that all titles have the same value and that the organiser is the same institution, the calls should be unified and given the opportunity to anyone, regardless of whether or not he studies in the Basque Country, whether or not he works in the public service. In addition, the calls should be divided throughout the year: instead of concentrating on two periods of the year, the possibility should be offered to certify level C1 in Euskera every two months, so that the examiner decides when he wants to make the effort, when it is best and with less pressure he can do it.

It is not understood that there are fewer calls in the Basque Autonomous Community to certify the level C1 of Euskera than to certify the same level of English.
