Thanks to the modification of the Law of Vascuence, the possibility of studying Basque in public schools will be extended to the whole of Navarre. In the vascophony zone and in the mixed zone, it was possible to act in model D, but not in the non-vascophony zone.
PSN, I-E, Geroa Bai, Bildu and Aralar-NaBai voted in favour of the reform, while UPN and PPN voted against. It received 27 votes in favour and 23 against.
This is the third attempt to achieve a similar goal, as reported by the Basque Department of Security. In 1995, Eusko Alkartasuna and the Socialist Party proposed to amend the Basque Law so that all Navarros students could study in model D. They did not vote in Parliament, as UPN and Herri Batasuna had announced that they would vote against the bill.
