Scope, approval, impact
Many Basque media – most of the locals – have been created by the impetus of the Basque movement and have as a priority to influence linguistic normalisation. Therefore, their objective is to make them as universal as possible: more citizens, more favor for the Basque.
Arrasate Press put the model in. “In the memory of the Euskaldun majority in front of the usual militant,” the magazine began, which in two years distributed over 7,000 copies – in free subscription – in a town of 25,000 inhabitants. I mean, I was entering Euskera in almost every house, when Euskaldunes were still half. And success was not confined to Mondragon: In the 1990s, more than 50 local journals were created, all in Basque.
The scope of these was measured by Aztiker in 2007, commissioned by Euskaltzaleen Topagunea, in the framework of eleven local journals, consulting a random and significant sample of the population. Asked about “access or reach”, the average was about 50% of the total population and 70% of the bilingual population.
Of the quality of this scope – of the media’s acceptance – two facts: the average score of recipients in all cases exceeded 7.5; and 85% believed that they have a plural editorial line.
Asked by Goiena for the same company in 2012, almost all citizens (96.8%) consider it necessary or very necessary for the region, even those who do not understand the Basque country.
Does the scope and acceptance influence the normalization of the Basque Country? In 84% of the households surveyed in the study of the Meeting Point, the local media was the only publication that entered it.
Moreover, in 2013, a doctoral dissertation by MU asked Gipuzkoan adolescents in what language audiovisuals consume: The average percentage of Euskaldunes was 14.2%. But in the Upper Region 39.4%, in the Goierri 31%, in Urola Costa 26% and in Debabarrena 21.4%. In other words, the development of local media directly increases the tendency of young people to consume audiovisual media in Basque.
I therefore believe it is right that the institutions’ departments of the Basque Country should give priority to these variables when distributing subsidies between the Basque media. An appropriate and consensual evaluation system is now needed. From there, support for the structural needs or the development of companies in the sector is provided by other departments, such as Economy or Innovation. It is time to take that step.
