On 22 and 29 March, departmental elections will be held in the French State in an atmosphere of revolt. The elections to be held last year were therefore delayed to December 2015. After talking about anticipating June, a few months ago they decided to organise it in March. In addition to changing the name, the departments have changed the constituencies rather than the canton constituencies, as well as the mold: now you have to choose a couple and two alternates, first with their substitute.
But that's all the less. The French institutions have entered a chaotic process of change driven since 2010 by governments of different colours. The department itself is in crisis and the assemblies to be decided at the end of March should disappear by 2020, if not all, at least in many territories. What is more, in the absence of a month and a half for the elections, no one can say tomorrow what the department’s powers will be. Indeed, at the moment, the French Parliament is discussing the new distribution of competences between the region and the department. The government wants to strengthen the regions, but also among the Socialists the resistance is rapid and has already had to give way on a number of points. Although it is difficult to say to what extent this mess is going to lead to abstention, as in the last elections many predict a rise in the Far Right National Front (FN). The only positive point of this panorama is that for the first time, if not by goodwill, by legal imperative, gender parity will be achieved in the assemblies of the fortified departments.
In Ipar Euskal Herria we have a special challenge over the coming months and years. After rejecting the claim of the Territorial Community, the French Government has proposed the possibility of an alliance between peoples. By the end of the year all local councils will have to vote on this. The new laws of recent years allow the delegation or transfer of competences from regions and departments to public schools. That’s why EH Bai candidates are going to implement the definition of Iparralde’s institution at the heart of their campaign. The Batera platform, for its part, will ask specific questions to all candidates and, in particular, whether they are chosen to support the transfer of the competences of the department.
