The Basque Government’s Department of Security will launch the plan in 2015 and will continue until 2019. The main objective is to provide a bilingual service to Basque citizens. To achieve this goal, the Department of Security has planned a series of measures: to increase the annual budget for Euskaldunization (it wants to double it in 2015); that the Ertzainas who are going to study Euskera have between 80 and 100 per year (currently 25); and to create a specific plan for agents to work in Euskera.
Police units and police stations will be chosen on the basis of two criteria: on the one hand, depending on the degree of relationship they have with citizens and, on the other, on the basis of the socio-linguistic environment.
Currently, 2,652 Ertzainas have PL1 level (European level C1) and 171 PL2 level (European level C1).
The Department of Security has pointed out that “until recently and for many years, the basic priority of the Ertzaintza has been to ensure the life, rights and fundamental freedoms of Basque citizenship. Now, the Ertzaintza of the future has to offer a close police service.”
