What happened in the 36th War? Is there a minimum memory consensus in Spain? And in the Basque Country? What will be the account of that civil war? 75 years after its end, in general, there have been at least two main approaches and there are them in Spain. And what and how was the Transition? Modélico. The level of consensus in Spain has been reached thanks, among other things, to the elaboration of memoirs on the death of Adolfo Suárez and Tell me. From Euskal Herria it looks different: there is a wide space that sees modélico, and there is an even larger field that looks inadequate, that still claims a second transition. Almost forty years later.
What is the international account of the Western Sahara conflict? Beyond the consensus of not using violence to achieve political goals, where is the current consensus of Catholics and Protestants on the memory of the conflict in Northern Ireland? After the peace process in El Salvador, how will the assassinations of Oscar Romero and Ignacio Ellacuría be guaranteed by the heirs of liberation theology and the sons of ARENA? The current leaders of Serbia, Croatia and Bosnia What have they brought together from the point of view of war between them? Can the memory of the Cold War be the same after reading, for example, for the sake of the empire of the Catalan historian Josep Fontana?
Iñigo Cabacas died two years ago in Bilbao after being hit by a rubber punch launched by an agent of the Ertzaintza who was doing relief work. The High Prosecutor of the Basque Country, Juan Calparso, has said that all the possibilities in question are open, but they are also closed. There may be no ertzainas or guilty commanders. Who is the victim of? And the baker of Pamplona, Ángel Berroeta? Will the authorities of the Basque Government be placed in the hands of Mariano Rajoy because his government does not treat the victims of the GAL as victims of ETA? Is it possible to structure the average of basic points on memory when it comes to such a different memory from the victims of ETA and the victims of the state?
As for memory, it seems that force is more significant than will, especially because history is made with it. If the state has defeated ETA, does it make sense to insist so much on asking the losers to give up their memory and their political trajectory? Is the aim to establish coexistence or the memory of the winner? What do you want Bildu to acknowledge or sortu that the strategy of armed struggle was a historic mistake and that they were wrong? Do you want ETA to say that?
Secretary of Peace and Coexistence of the Basque Government, Jonan Fernández, has suggested in this journal that the Abertzale Left should make a criticism of its past to recognize that, at least, the pain caused to the victims has not been fair. And you are quite right, killing someone is totally unfair, you cannot seek justice in the action of war or violence, or in the legitimate use of state violence. But there is a margin from the recognition that it has not been fair to the point where ETA has denied its existence and its past. When dealing with the memory of the Basque conflict, there is an important work of truth, justice and reparation that each party must carry out a rigorous criticism of its past and its actions. But also in this endeavour to remember there is a determined commitment to establish the vision of the winners and for this, for example, it is very important that the Basque prisoners are in jail – “there is no impunity, justice is fulfilled” – or if they leave, accepting the conditions that they will do at the service of the memory that they want to build. And the conditions are never the same, but they are linked to the balance of the relations of force and rights and to coexistence.
It is deeply rooted in society that the Algiers negotiations or the technical negotiation following the ceasefire of Lizarra-Garazi, peace in exchange for prisoners, would be nothing. But ETA has lost trains one after the other and has come without force to this last station. Or, if you want to explain otherwise, you think you can achieve your goals in a different way.
For ten years, what will be the memory work, that favors coexistence or that emphasizes the chronicle of the victor?
