The Spanish Association of Environmental Sciences (ACA) has released the 2012 data. The percentage of homes to be allocated more than 10% of their income to household energy expenditure in Navarre was 19% (96,000 people) and 8% in the CAV (150,000 people). In Navarre, this percentage has increased significantly in recent years (in 2007 it was around 9%) and slower in the CAV (in 2006 it was 5%).
In any case, in that year, 5% of the houses in Navarre could not maintain the right temperature (44,000 people). In the CAV, this percentage stood at 4 per cent (87,000 people). Also in this area, the evolution has been worse in Navarre, where in 2004 it stood at around 0%. In the CAV, however, the figures have been kept in the same time interval.
In line with other studies, the ACA has set a 10% expenditure as a milestone of energy poverty. This criterion is not lacking in criticism, as the rich can spend a higher percentage without great headaches; in any case, those who study the subject take it for good.
Energy expenditure outside the home, such as transport, is not taken into account when defining energy poverty. Moreover, we can say that there are also hierarchies inside the households, as the ACA itself emphasises – without using the word hierarchy, of course –: energy poverty is mainly understood by not being able to keep the house warm, but also lighting, household appliances, hot water, food preparation, etc.

The update of the Navarra Energy Plan goes unnoticed. The Government of Navarre made this public and, at the end of the period for the submission of claims, no government official has explained to us what their proposals are to the citizens.
