Let the objective be very concrete. Paralysis of the plan to put in the hands of private companies the management of six public hospitals opened in the Community of Madrid in 2008. The enemy has therefore also been very specific: the Government of Madrid, under the leadership of the popular Ignacio González, which intended to promote and carry out the plan. The project involved some 5,000 workers and 1,200,000 health services.

Disassemble the project arguments. It has not been difficult, because it “argued” the “need” to privatize the management of hospitals by Health Advisor Lasquetty, a member of the Faes Neoliberal Foundation, who also designed the bases of the LOMCE. The documents produced by the professionals of the sector show that it is false that privatization is more efficient and economically viable and that behind them lies ideological interests and the desire to share the cake among friends.

Beyond the workers, convince the citizens. The workers of doctors, nurses and hospitals have managed to get the White Tide movement to the citizens, who understand that public health is not just a matter for the workers, but is a right that all citizens must defend. Work has also been carried out door-to-door in the local health centres.

The indefinite strike of community doctors, which lasted five weeks, suspended 50,000 consultations and deferred 6,500 interventions, among others. The demonstrations and concentrations have been numerous and multitudinous in the streets of Madrid. In December 2012, management teams at 118 health centers resigned as a counter-privatization measure.

Organization. In coordination, they have followed an overall plan: collection, expert opinions and reports, a timetable, collection of signatures, media strategy (including social networks)…

Get the impact. The media impact has been the result of all the measures and actions mentioned above.

The judicial route. At the request of the medical association AFEM, a legal report was issued in 2013 stating that the plan was contrary to the Spanish Constitution. After the trial, the High Court of Justice of Madrid gave them the following reason: It has left the privatization plan of pp "impotent prudently", which it has agreed with the PNV.

Political distress. Despite the fact that the High Court of Justice has suspended the process and has not made it illegal, the Madrid President has surrendered and resigned the Health Advisor, who has canceled the privatisation plan. The essence of the achievement has been to turn it into a ballast and a political ballast. In short, politically – with the forthcoming elections in the head – it would be a tremendous wreck to insist on the project. To do so, all the above points have been necessary.

Citizenship is angry, wanting to claim that the street belongs to all, and there are also many examples in Basque Country. The last achievement that has been achieved is the suspension of the construction project of the incinerator, a road that differs from the Madrid model, from the pressure of the popular movement. Abortion reform, eviction law, LOMCE, Falloux Law, TAV... The challenges are not few and it is important to analyze some strategies that have been effective in making the power of citizenship useful.
