The Basque Secretary General, Arantza Quiroga, was outraged and said that she would not allow her party to get dirty. Too late to stop the machines: 86% of Spaniards, according to a survey published last weekend by El Mundo, believe that PP has been funded with illegal money. That in Spain, thinks about what is going to be thought of in the Basque Country.
And what is there in Navarre, increasing the focus? I have not seen any last-minute survey, but so far it has been seen that the vast majority of citizens see the management of UPN very dark, especially in the case of the CAN, and many of its voters.
However, the prosecutor of the Supreme Court, Antonio Narbáez, sees no evidence of crime in the CAN case, and his eyes see quite the opposite that Navarra judge María Paz Benito has seen so far. It's known that it's done to interpret the law, but so much? What will you think of the CAN case, now, suddenly, the chief prosecutor of the CAV, Juan Calparsoro, who is so responsible for public administration? And Francisco Pérez de los Cobos, president of the Spanish Constitutional Court and militant until recently of pp?
Spain is getting worse and it is not easy to imagine how it is going to get out of this situation without experiencing a great political or social conflict. For the vast majority of the citizens of Navarre it is a scandal that Yolanda Barcina has participated in a ghost commission of the Can and has charged EUR 31.324 for a few meetings. Normal for Narváez.Miguel Sanz, Barcina, etc. recognize that they did it wrong in public and that they will return the money, while Narváez tells them to stay calm, that they did it right, that the CAN is private and that they have the right cobrar.Todo this has a name: Madrid. You will see what the Supreme Court itself says, but the starting point cannot be
peor.La Zubieta’s incinerator is also in custody of justice, when Bildu has paralysed the incinerator’s project. What it is going to give is an investigation, but it is suspicious that Calparsoro has seen it only now and, on its own initiative, has to investigate the authorities in order to protect the citizens’ pockets. It is curious, for example, that the creation of the High-Speed Island of the CAPV has no cause for investigation. But, if you think about it, it is also logical, because this investment of between EUR 5 billion and 6 billion does not seem to have a huge impact on the people’s pockets. The rulers tell us that in times of prosperity we have lived beyond our possibilities, including the institutions, and that we have spent more than we should. But no, Calparsoro has now seen the need to protect citizens’ money, not in the last fifteen years.
Reading the incinerator and the news of Juan Calparsoro, most media have a course, sometimes more visible and sometimes more worthy to read between lines: The Bildu decision assumes that the Gipuzkoa Waste Consortium (GHK) will have to pay a sum of money to certain companies as compensation, resulting from the mismanagement of Bildu and therefore to investigate.
If the case progresses, there will be times to look back and we will have to see, among other things, how far and how the institutions can condition the government of the next legislature and, above all, how much political play can be played at stake using and risking the citizens’ funds.
The GHK decided, two months before the municipal elections – in February 2009 – to leave the award of the Zubieta incinerator to FCC and other companies. At the same time he signed loans with several banks including the famous swaps (the last firm, 10 days before the May municipal elections).
Obviously, the movements were made to tie the project of the Zubieta incinerator and condition the future government.
Apart from the path of justice and only from political ethics, is it legitimate that in the last days of the legislature, when in theory a new government can come, such an operation should be carried out? Can we play this way with the money of the citizens? Is it not more logical to wait and for the government resulting from the elections to move forward or backward, according to the mandate contained in your programme? The chief prosecutor, Juan Calparsoro, already has a job.
