Whoever follows the final chapters of ETA’s end knows that in the steps taken to end the armed struggle, the state and most parties always call for a further step. And it will also be when ETA announces its disappearance, because that too will come and surely before all Basque prisoners go to the streets.
ETA has always been called upon to cease its armed activity, demanding generosity from the State. But when this has happened, the first answer has been no: it is not possible when ETA decides that the weapons are no longer profitable to it, the round table “peace by prisoners” and it is now. The most powerful associations of victims add that this is impunity. And this message fundamentally frustrates the theory of the generosity of the State, exposing the idea of winners and losers, a thesis that has presided over the history of the construction of Spain.
The first anniversary of ETA’s permanent truce has welcomed both sides of the coin. On the one hand, the success of EH Bildu in the Basque regional elections, along the lines that have also taken place in other peace processes. On the other hand, the contempt of the Spanish Government for the construction of a peace process. Unfortunately, at the moment there is no reason to think otherwise.
There are a lot of data. Instead of relaxing the prison chains, the State has already shown what it is going to do with the Josu Uribetxebarria case. The Court of Strasbourg, in its judgment of the Parot doctrine, has appealed the judgment before opposing its public opinion to the Government of Mariano Rajoy. To mark the anniversary of ETA’s historic announcement, he arrested the alleged leaders of ETA (Izaskun Lesaka and Joseba Iturbide). This is the opposite of what the Government of Colombia and the FARC Oslo are doing. The threats of illegalization against EH Bildu come one after the other. And to round off the play, the transfer of Aurore Martin to Spain and his admission to prison on the order of the National High Court.
The Spanish Ministry of the Interior is aware that ETA is ready to hand over the weapons and to dissolve afterwards, but it does not matter, that it will defeat ETA and that it will continue to subject its members to Spanish justice. There is no solution to the situation of prisoners. However, everyone knows that, while 700 prisoners remain in prisons, peace and coexistence are still present in Basque society. The judgment of the Court of Strasbourg on the Parot doctrine will become final in the short term and that train should serve to ensure that the Government of Mariano Rajoy is finally involved in the peace process.
Patxi López, particularly for the fear of EH Bildu, has not taken advantage of his mandate to bolster the peace process. The fact that the PP is a partner of government has not helped him, nor the pride of the government that had expired. For him, it was more interesting to say that his government has ended with ETA than to continue to make commitments on the road to peace. And the voters have put it in place. Citizens identify well who touched the most at the end of ETA and, for various reasons, reward him.
The prestigious Spanish magazine Política Exterior says in its October issue: "The possibilities for ETA to deliver the weapons and dissolve are more than 90% of them. It can be definitively unstructured from one moment to the next, all right. But it's not yet broken." Yes, it needs a final push. Peace has many visions, but there is an agreed view. The new Basque Government should demonstrate from the outset its commitment to attracting pp to a real peace process. Society is keen to pass this chapter with dignity. Next to the crisis, there is the task and the main challenge of Iñigo Urkullu.
