In several countries in Europe and North America, in multilingual states, there are specific laws or policy measures for the management of the use of language in cinema. Three examples are cited:
Finland: According to the Film Foundation, including that of the Ministry of Culture, the film should be subtitled in the official languages of Finland. Therefore, if more than one copy of the film is broadcast, it will always be broadcast in Finnish and Swedish. In Finland there is a community of Swedish speakers of some 300,000 inhabitants.
Latvia: The official language is Latvian, but the first language of much of the population is Russian. Films must be subtitled or folded in the national language, i.e. in Latvian. Subtitling in two languages is also permitted. In this case, the subtitles in Latvian will be placed on the front line and will not be able to be reduced to a lower font size than in another subtitle, nor to be reintegrated less content than in the other.
According to the data managed by the platform per la llengua catalana, in Catalonia the films of Catalan, Catalan, double and subtitled origin represent only 3% of the films. Compared to communities with a similar number of speakers, the association states that in Europe and North America this discrimination is unique.
Québec, Canada: Québec French is its official language and language. English is the official language in Canada. The Quebec Film Law states that if the film is displayed in French it does not have to meet any requirements, but if it is in English it has to return to French.
