Cuts also in R & D
From what is called generic research, immediate results are rarely obtained. The consequences, in any case, are mainly seen at the technological level and are in the hands of the most advanced countries, where the most powerful generic research is carried out. It is the basis of applied research. In other words, this research is closer to products and reflects the technological dreams of the politicians of the most advanced countries for their peoples.
In the Basque Country, generic research has had a great boost, and in figures, unlike Spain, it can be said that it is close to the European average.
But has this generic research ever taken into account the interests of Euskal Herria? Have we taken into account, for example, the efficient and unitary management of waste; or the energy self-sufficiency of peoples; or the global management of roads, airports and ports, with the aim of optimizing transport and avoiding damage; or the international benefit of the bridge between the Basque Country and technology; or the technology that would bring our historical-cultural memory to new media...
No. I do not think so. Research is globalised. And on the pretext of this, those who send in globalization mark the objectives, the main lines of research. Consequently, the administrators of the governments of the Basque Country are limited to carrying out administrative tasks of global objectives. They manage the objectives of specific State groups and multinationals.
By 2012, public administration budgets fall, to a greater or lesser extent, and although no final decision has yet been taken, according to rumours that have emerged from the Department of Industry of the Basque Government, the will is to keep aid to business as much as possible, while generic research will be cut at the root.
Research policies that are not going to take account of our needs and our dreams matter a lot, and so, although we have different reasons for that starting point, I agree with the decision that the Basque Government intends to take.
Let us approach once and for all criteria that favour the land, people and culture of each place, and let us escape the policies imposed by the economic powers hidden under the mask of globalisation.
