Following the accession of the EPPK to the Gernika Agreement, the Abertzale Left has taken another major step on the road to peace. And after the majority group of ETA prisoners has taken this step, it seems that there is only one public step up in the stands: The public communication that ETA abandons its armed activity and therefore disappears as an organisation.
As it progresses in political normalisation and a peace process materialises, that ETA announcement would be most logical, and there is less and less doubt that it will be so, but when that is another matter. Just as a step is being taken in political normalization, it does not seem that the same is happening in the peace process that should stabilize and order that direction. And that's serious.
Basque society has long been calling on ETA to disappear and when the steps in that path seem increasingly obvious, pp and PSOE block that path, arguing that to do anything first ETA has to ask for its disappearance. And ask for forgiveness and repair the damage done to the victims… and who knows what. Everything that is the end or the path of a process, putting it at the beginning.
And Basque society understands that the peace that has been demanded for years is being destroyed by many political agents, especially those closest to the state. And he understands that others are taking steps on the road to peace and, among other things, he thanks Bildu for offering him a handful of votes. Since the unilateral decision was taken to put aside the armed struggle, the Abertzale left, Bildu and, ultimately, the forces that are articulated in the Gernika Agreement have taken many steps. Compared to the state, one of the few positive steps is the legalization of Bildu, and it is not a little, but almost everything else has been the obstruction, as demonstrated by the Bateragune judgment.
No one can win on that obstructionist path, the other political actors fear that Bildu will take advantage of the steps taken on the road to peace, without realizing that if Bildu does so successfully, among other things, it is by the steps he is taking for peace. The PNV itself is also reluctant to manage pacification. In the Gernika Agreement, for example, there is no content that he cannot accept, but, of course, for his image, it is not right that today they simply sign the Gernika Agreement and it is already there, but he must succeed in following in parallel the paths of pacification and its traditional policy, because that is where the danger lies.
It is time for elections and, of course, for everyone to look at their navel, but after 20 November it is time for all political actors to focus on shaping a genuine peace process. It is not logical that the lack of cooperation between the Gernika Agreement and the NIP in this area did not put pressure on peace between the two worlds. Everyone must have the opportunity to carry out their own political praxis and, at the same time, to act jointly in the construction of the peace process.
The
masses of Kukutza have shown that the authorities of the City Council of Bilbao and the Basque Government have little left hand to provide comprehensive solutions to thorny problems. The Burra route was the easiest and that's what they've used. For the Rule of Law.
And in relation to the preceding paragraphs, you feel a special emotion when you think about the spine how you deal with a kind of Basque conflict that doesn't have the ability to solve Kukutza in a more civilized way. Before he arrived at the judge, the matter had to be resolved, without then taking refuge in his order. And even after the order, the reader will remember many cases that have been avoided. For example, last May the judges decided to suspend the 15m sessions at the beginning of the election campaign, but Rubalcaba himself responded – keeping pressure from the PP – that the police were not to create more problems, but to avoid them.
Kukutza has had a very fruitful cultural life, that is not put in question by anyone in Rekalde, and it is not easy for a large majority to make that recognition to a gaztetxe. That is called the public interest, and this time the public defence of the private interest has been imposed.
