PEACE PROCESS. And political normalization. Along with the economic crisis, these are the main priorities that Basque society currently has, and in this sense, the joint work between PNV and Bildu is strategic. After ten years without looking, Batasuna and PNV, it is time, at least, to act responsibly on this issue, maintaining each one’s personality and objectives.

Both areas recognize the existence of spaces for mutual work and know from both sides the illusion generated by this collaboration in very broad areas of society. Bildu has long been making his way in this area of peace, a job that has been seen well in society and that has been rewarded. The PNV still has an important road ahead and, to do so, it must make visible what it is working on in Madrid with Zapatero, at least in the field of peace.

There are three key areas for starting movements: that of prisoners, the party table and the beginning of the coexistence process. In Basque society, an overwhelming majority no longer understands why a sound peace process cannot be launched. The PP here also knows that this is a matter of time, although formally it holds it in its strength. However, the official position of the PSE is incomprehensible, even for many inmates, and cannot remain much in the present position.
BILDU EN MINORÍA.Es it is very possible that Bildu rules in the Provincial Council of Gipuzkoa and in the City Hall of Donostia-San Sebastián. Experience tells us, however, that we have to wait until the last moment. The Boards will be set up next Monday and no later than the first days of July.

Bildu will try to carry out its programme with a view to reaching one-off agreements, and if governance is so fundamental, the responsibility with which the opposition operates on a day-to-day basis will be seen. But there are important issues on which there will be no agreement, at least for the construction of the incinerator and the external port of Pasaia. Bildu will not be able to simply reject large projects, but will paralyse or paralyse them. For example, it is again and again inclined by the incinerator, but the opposition cannot succeed. The motion of censure is Bildu’s only lead throughout the entire legislature.

What is not clear is what Alfredo Pérez Rubalcaba is going to do. There was a time in Euskal Herria when it was very clear that if ETA left the guns, Madrid would solve the prisoners; today it is not so clear. Not taking advantage of the opportunities of other times, especially those of Lizarra-Garazi and Loiola, can take a serious toll on the Abertzale left in this field. The logical and reasonable thing, however, is that this field is also gradually being resolved.

DECADENCE OF PSN. Okay, until the last moment it can still go through everything, but it is already taken for granted that the new Government of Navarre will be formed by UPN; of course, after Roberto Jiménez opened the door. An important step: The PSN will talk to Bildu.
