“The enclave of Treviño comprises two municipalities, the City Council of Arganzún on the one hand and the County of Treviño on the other. This is the ‘enclave’. The County of Treviño is not Argantzu, it has never been. Arganzuela, on the other hand, has a small mayor’s neighborhood, Billa-Oka. The County of Treviño, on the other hand, has forty-seven under its jurisdiction, headed by Treviño, a single municipality with about 200 square kilometers. It is a place with a small population, although in the last decade it has made a huge increase: In the County of Treviño we will have 1,500 people, while in Arganzuela they do not reach a thousand. And, I say, we are divided into 47 zones by those 1,500 people in the county! In Saseta itself, for example, in the town where we live, we are counted 14 people; you have four of our own!... It is the population system of the plain, as it is in Álava. So that the Basques of other peoples may have an image, and in the way it is said, the villages of the structure of the rural neighborhoods are those of Treviñu.”
