In Monday’s plenary session, the motion of censure was signed by the seven councilors – three from Cambio Elorcibar, three from the Independent Association of Noain NSAID and one from Valle Gara – all of whom voted for Maya. The UPN has five representatives on the municipal assembly, and the PSN representative with the last seat has not joined the motion. The new municipal government will have a shared mayor’s office: in a year’s time, the representative of Cambio Elorcibar will hand over the baton to the spokesman of the NSAID, Mikel Navarro, who will have it until the end of the legislature.

The three groups that will take command of the City Council announced on March 31 that they will present a motion of censure against Mayor Sebastián Marco of the UPN. In a joint statement released on that day, the Noain Municipal Government was accused of acting “by an absolute majority” – which ruled in the minority until Monday – and denounced that they were rejected at the time of making decisions or that important information was hidden from them. They also pointed to the “drift” and “lack of transparency” of the group led by Marco.

"Unjustified" motion of censure

For the former mayor of Marco Noain, the arguments presented against him by the three groups that have deprived him of the mayor's office "have no basis". According to him, the last six municipal budgets have been approved without a vote against, and the last one they approved, two months ago, was negotiated with all the groups: "Most of the issues have been accepted without problems, and that is the reality that exists."

The plenary session on Monday was attended by several senior UPN officials, including Cristina Ibarrola, President of the UPN, and Ángel Ansa, Parliamentarian of Navarre (Parliament). In fact, the latter has stated on his social networks that the motion of “unjustified” censorship is against his party and has condemned the fact that the signatories are unable to explain the reasons for the motion.
