On 2 October the population in Cercs and in the area near the city of Berga was surprised: after many years of pollution, the closed thermal power plant in 2011 was well advanced in the intention to revive the incinerator.
The media that literally copied the press release of the company's media service did not mention incinerators or waste: "the first plant in Spain that will generate energy from the combustion of surplus materials from the industry", "will generate energy from the combustion of surplus materials from the industry, following the example of other similar plants from Denmark, the Netherlands, Sweden or Germany"... Less bad than other media spoke with a more transparent language: "The technology of Cercs cremarà residus industrials per produce electrical energy". Regio 7 specified: "L'energia es generarà principalment from the combustion of three waste tipus".
The incineration industry works in secret: a week after the company leaked the news to the media, on 9 October, the Generalitat Environmental Advisor, Damià Calvet, said he had no news about a project of this kind. Had the mayor of Cercs not spoken to him? This same Monday, October 10, he called the citizens to talk about the issue at the City Hall: Jesús Calderer (Democrates of Catalonia) explained that this was an interesting project, which would create 60 jobs in the town and had been working with the company for a year. Most of the more than 300 citizens surveyed in the event reproached him for hiding information from people for a year.
The media has published in the chronicle "massively opposed an incinerator to the Berguedà" the most important details of the plot in Basque. EmSpain Waste&Treatment plans to burn 332,000 tonnes of industrial waste in Cercsen from 2023 onwards, investing EUR 130 million in the rehabilitation and incineration of a coal-fired thermal power plant. EmSpain Waste&Treatment was created in 2006, but so far it has not done any business. Lluís Basiana is the head of the company, previously linked to the Convergence Democratica de Catalunya, owner of three industrial waste dumps and – according to Red- it appears in the famous Panama Papers, also involved in the question of 3% of the time of Jordi Pujol.
The ERC, CUP and Els Comuns groups have also opposed the incinerator project.
