In the letter, Urkullu asks President Sánchez that each Autonomous Community "can define and decide, within the framework of the Social Dialogue, the activities and companies that contribute and are necessary for the critical activity, after informing the Spanish Government".

Urkullu has called for the request to be taken into account in the Council of Ministers before the Decree is finally drafted and adopted. The arguments put forward include the following: The uniqueness of the production economy in each Autonomous Community and its impact on GDP, and that in other countries the activity remains open "affecting the competitiveness of companies here".

Criticism for knowing and not waiting for the press

As an introduction to the letter, Urkullu has stated that the decision of the Spanish Government has been known from the media. And that is the second time that "the drafts of the Decree to be adopted by the Council of Ministers before the meeting of the President of the Government, the Presidents of the Community and Lehendakari are known through various media".

Urkullu said that it was not the only surprise that occurred among the Lehendakaris of the Basque Country: "The measures announced were unknown to some regional presidents (PSOE and pp) before the Spanish Government appeared before the media, as many called me when I heard about the announcement through the press conference."

He pointed out that economic operators did not expect it: "It is contrary to what the President of the Government and several ministers said to the political, economic and social actors until the day before; some of these agents, as they called me yesterday and communicated to me."
